SADC Permanent Representative job in Zambia
Ministry Of Transport, Works, Supply and Communications is inviting applicants for the following position:
Job Title: SADC Permanent Representative to the International Civil Aviation Organisation

Reports to (ICAO) Council
The International Civil Aviation Organisation (ICAO) is a UN specialized agency created in 1944 upon signing of the Convention on the International Civil Aviation (Chicago Convention). ICAO works with the Convention’s 191 Member states and global aviation organisations to develop international Standards and Recommended Practices (SARPS) which States reference when developing their legally-enforceable national civil aviation’s regulations.
The Permanent Mission at ICAO was established pursuant to an Annex entitled “Establishment and Management of the SADC Permanent Mission to ICAO” developed under Article 9.5 of the Protocol on Transport, Communications and Meteorology.
Overall purpose
The Permanent Representative shall act as a link between the ICAO Council one hand and the SADC Member State. Further, whenever required he/she will act as a link between ICAO on one hand and the Member State on the other.
Key tasks
- The Representative shall follow closely the trends within Civil Aviation in ICAO and uphold the individual, collectively or general interests of SADC Member States
- The Representative shall general operate in co-ordination with the Representatives of the African Civil Aviation Commission (AFCAC)
- The Representative shall convey to all SADC Civil Aviation Authorities and the SADC Secretariat the work programmes of ICAO, its Council and their various Committees and their Air Navigation Commission
- The Representative at the end of each Council Session shall prepare a report of that session and shall forward it to all SADC Civil Aviation Authorities and secretariat. A brief on the work of the Air Navigation Commission shall also be forwarded
- The Representative may forward additional briefs on any particularly important subject to the SADC Civil Aviation Authorities and the SADC Secretariat at any time
- The Representative shall also respond to subjects of individual interest to Member States such as technical co-operation, consultation with the ICAO Secretariat on technical issues and employment opportunities in ICAO
- The Representative shall consult as necessary with SADC Civil Aviation Authorities and SADC Secretariat on matters under consideration by the ICAO Council, its various Committees and the Air Navigation Commission
- The Representative shall submit annual budget estimates to the proceeding CAC meeting for endorsement before submitting to SADC Secretariat
- The Representative shall have documented guidelines for the effective management and running of the Mission consistent with the guidelines of SADC protocol of Transport, Communication

Qualifications
- Full form V/Grade 12 Certificate
- Certificate in Engineering or Piloting or any Aviation related field
- First degree in relevant field
- A postgraduate degree will be an added advantage
Experience
- The candidate should have at least 15 years working experience at management level, of which 10 should be in the aviation industry or related environment
- Candidate should have knowledge on SADC Aviation programmes
- Candidate should have demonstrated knowledge and experience in Policy formulation, management and dissemination
- The candidate should have strong and demonstrated knowledge in excellent analytical, Interpersonal and report writing skills
Language
- Fluency in English
- Working knowledge in French would be an added advantage
Terms of Appointment
- Type of contract: The post is under SADC Secretariat
- Location of performance of the Contract: The duty Station will in Montreal Canada
- Duration of Appointment: The contract will run from the date he/she takes up the appointment for six year period
- Expected time for commencement of services: Immediately
- Eligibility for application: Only Zambians Nationals
