Job Title: Senior Accountant

Department/Unit: Finance

Location: Lusaka, Zambia

Duration: Full-Time position

Reports to:  Finance Manager

Background: 

John Snow Health Zambia (JSH-Z) with support from USAID through the eSCMIS Project will continue assisting the Government of the Republic of Zambia in the rollout of a next-generation electronic supply chain management information system (eSCMIS). The eSCMIS Project aims to increase the use of health services, decrease disease burden and increase quality of life through ensuring appropriate quantities and quality of health commodities are available at health facilities to meet patient demands. Continuing the rollout of and provision of technical support to the existing eLMIS will enable a seamless transition from the activities being done under predecessor projects. Establishing public private partnerships to promote sustainability and eSCMIS transition to the government are key objectives in Zambia during this 5-year project plan. The eSCMIS Project will work closely with and in support of the Ministry of Health.

Position Description:

JSH-Z seeks a dynamic and highly experienced candidate for the position of Senior Accountant to be based in Lusaka, Zambia. The Senior Accountant will support the finance team in the oversight of all JSHZ financial activities.  S/he will undertake JSI financial operations and responds to questions regarding financial matters from COP, DCOP, Director Operations and other project staff. The Senior Accountant will report to the Finance Manager and help in achieving the project’s goals and objectives.

Roles and Responsibilities:

  • Oversee the project’s financial databases and perform data analysis of accounts, project numbers and activity codes
  • Perform staff advances analysis, reporting and follow up
  • Perform cash management and treasury duty: monitoring bank account, initiating transfers between accounts and preparing quarterly financial projections and quarter financial expenditure reports
  • Review the office, program and expatriate household goods Inventory List
  • Ensures compliance with all project legal requirements, including employee taxes, WHT, and NAPSA
  • Process monthly payroll and statutory submissions
  • Engages in financial tasks as required by the Finance Manager and Director Operations
  • Ensure monthly reports and support documentation is submitted to senior management on timely basis
  • Assist the Finance Manager and other senior staff with continuous cost projections and on a timely basis provide cost analysis of specific activities
  • Assist the Finance Manager in preparing financial information for periodic reports.
  • Perform Finance review and sign off of procurement amounting up and vouchers for vendor and staff payments
  • Review of monthly E-record documentation for our payment vouchers through the e-filing system
  • Address queries arising from JSI financial review in FieldLink on a monthly basis
  • Ensure that all contractual payments for services and goods are tracked and monitored including timely payment to the vendor
  • Manage and maintain trackers for vendors, WHT, direct lodging, and so on
  • Assist with the development and implementation of new/revised accounting policies procedures and internal controls
  • Make a team effort to process field accounts in timely manner and compliance and ensure submission of physical vouchers and databases to the home office no later than the 10th of the month
  • Maintain and monitor system of internal controls including the preparation of internal and head office financial reviews
  • Monitor electronic timesheets and following up with staff to ensure that timesheets are filled regularly and accurately, and submitted/approved in timely manner
  • Develop the monthly invoice to USAID
  • Implement and adhere to JSH-Z’s personnel and fraud management policies.
  • Perform other duties as assigned by the Finance Manager or other senior staff.

Qualifications:

  • ACCA Part III/CIMA Part III or Bachelor’s degree in Accounting
  • Demonstrated experience 10+ years of financial experience in a USAID project
  • Excellent verbal and written English.
  • Proven record of systems strengthening and internal controls
  • Ability to take initiative and work and lead teams.
  • Proficiency in Microsoft Word and Excel required.

Supervision and Reporting:

The Senior Accountant will work under the guidance and supervision of the Finance Manager.
