Job Description

Job Title:  Senior Human Resource Specialist – Compensation, Benefits, and Compliance (CBC)

Reporting: Human Resource Director

Location: Lusaka

The Senior Human Resource Specialist – CBC is responsible for ensuring that all HR functions related to Compensation, Benefits, and Compliance are executed in adherence with the Labor Law of the Republic of Zambia and in line with JSI policies and guidelines.

Main responsibilities:

Assist the HR Director to provide oversight and technical guidance in the areas of, compensation, benefits and welfare administration, HR information management, compliance, policies, and procedures;
Supervise HR Officers in functional areas and provide support to the Provincial HR Assistants as needed
Coordinate with all staff to ensure that HR policies/procedures are being implemented properly and consistently in the office, and assist in the implementation of all HR related policies and procedures, when needed;
Prepare and issue staff employment contracts as necessary
Maintain a tool for tracking expiry dates for all Consultants and Fixed Term Employees and coordinate the timely renew of these with respective Technical/Operations staff
Prepare all salary proposals in line with JSI’s compensation policy and seek needed approval.
Conduct equity reviews as requested, and in line with JSI’s compensation policy.
Support the HR Director to ensure company compliance with all JSI and USAID policy and regulations together with, GRZ and Zambia Labor Law Legislation such as the Employment Act, Minimum Wages and Conditions of Employment
Ensure that the Finance unit is formally informed and given all relevant documentation in a timely manner on all Employee/Consultant new hires, changes in salaries/fees, and on all separations.
Oversee the compilation and approval of monthly payroll inputs for submission to Finance
Oversee medical insurance, GLA, GPA, and other benefits in line with LHEM. This includes making sure staff is added and removed from schemes as necessary and the timely processing of payments/claims
Ensure that the electronic staff timesheet system in leave day tracking, payroll processing, and other related activities is adhered to by all staff and ensure timely recording and approval of timesheets
Monitor the HRIS and filling system in HR and conduct periodic checks to ensure all staff files are kept up to date with required documentation and that documentation is audit-ready at all times.
Participate in effective collaboration, coordination, and information sharing among HR team.
Any other duties assigned by the HR Director

Required Qualifications and Skills:

Minimum of Bachelor’s Degree in HR Management, Business Administration or Equivalent;
Demonstrated experience in managing, supervising a team and exceptional leadership skills required
A minimum of seven (7) years’ HR experience including a minimum of three (3) years’ experience in human resource management of U.S. assistance programs of similar size, complexity and setting.
Demonstrated experience and skill in the oversight of compensation and benefits.
Good working knowledge of local Labor Laws, policy interpretation and benefits administration;
Attention to detail; organizational skills; planning skills; problem-solving skills; analytical skills and critical thinking skills
Demonstrated ability to exercise good judgment, communicate effectively orally and in writing, and ability to maintain confidentiality.
Excellent computer skills in a Microsoft Windows environment. Must include Excel and skills in HR database management and record keeping.
Active Registered member of the Zambia Institute of Human Resource Management (ZIHRM);
