The Road Development Agency is a statutory organization whose function is to plan, manage and coordinate the road network in the country. The Agency is responsible for planning, care, maintenance and construction of public roads in Zambia. It also regulates the maximum permissible weights on roads, conducts studies for the development, maintenance and improvement of the road network, and reviews design standards and classification.

In order to implement this mandate the Road development agency now wishes to fill up the vacant position as follows:

COMMERCIAL AND TECHNICAL SERVICES DIRECTORATE

SENIOR MANAGER – AXLE LOAD CONTROL (1 POSITION) Head Office

Job Purpose:

Reporting to Director – Commercial and Technical Services, the Senior Manager- Axle Load Control will be responsible for the overall coordination and supervision of permissible Axle Load and Gross Vehicle Mass to ensure compliance by road users.

Main duties and Accountabilities

  • Coordinates and supervises the control of permissible axle load and Gross Vehicle Mass;
  • Supervises the maintenance and regular update of Overload and Axle Load records on appropriate computer database so that it is current;
  • Supervises the operation of all Weighbridges;
  • Supervises Contractors and Consultants involved in the construction/maintenance of Weighbridges;
  • Interprets the terms and conditions of contracts for Contractors and Consultants;
  • Supervises and reviews the processing of Payment Certificates for Contractors and Consultants; and
  • Provides a lead role in the introduction and implementation of regional protocols on Vehicle Load Management (VLM);
  • Coordinates interaction with stakeholders in the implementation of interfacing programs such as the Mineral Value Chain (MVC) program.

Qualifications & Experience

  • Form V/Grade 12 School Certificate;
  • Bachelors degree in Civil or Mechanical Engineering;
  • Master’s degree in Business Administration, Engineering or Project Management;
  • Member of an Engineering Institution of Zambia (EIZ);
  • Registration with the Engineers’ Registration Board (ERB);
  • At least 7 years of relevant work experience at senior management level in the road construction or related sectors; and
  • Must have a valid driver’s license.
