Preamble
UNICEF intends to deliver nutritional messages through the Care Group model that was used by CRS in its previous programs as the model has been identified as the main community-based platform for which the convergence of multisector nutrition interventions is possible. The model aims at promoting the adoption of positive health and nutrition practices and consumption of nutrient dense, protein rich foods, with a focus on preventing malnutrition at household level. UNICEF therefore intends to incorporate this model in the implementation of SUN II /MCDP2 and so it has approached CRS to assist in taking up the role of providing technical and financial support to Government, through districts workplans.

CRS is looking for applicants to fill in the position of Senior Project Officer – MEAL under the SSM UNICEF supported project to be based in Chipata.

Job Summary:

The MEAL (Monitoring, Evaluation, Accountability and Learning) Officer will provide overall guidance and implementation of MEAL requirements for the UNICEF supported project, ensuring compliance to the Programme Outcomes, Outputs and Indicators as per the Project Document submitted to and agreed upon with the donor. The MEAL Officer will support all MEAL related activities and provide technical support and oversight to the Chipata and Lundazi district SUN II/MCDP2 implementation teams as they implement the MEAL plan as informed by the districts plans.

Job Responsibilities

  • Oversees the implementation of a robust MEAL system that systematically and efficiently collects, analyses and reports on project results that meet CRS and donor MEAL requirements
  • Follow recommended CRS MEAL methodologies including SMILER (Simple Measurement of Indicators for Learning and Evidence-Based Reporting) to draft a MEAL plan that captures all donor-mandated and performance indicators with clear channels of communication
  • Focusing on the Care Group Model, oversee the collection, management, aggregation, reporting of quality data and sharing of information and knowledge with key stakeholders and beneficiaries throughout the life of the project
  • Plan and conduct regular field monitoring visits to assess project implementation status as guided by the workplans/ MEAL plans of the respective districts authorities, highlighting project observations/ anomalies to the authorities through the Programme Manager for corrective action and decision making
  • Coordinate the timely analysis of qualitative and quantitative performance data and support report writing as required
  • Ensure deliverables are accurate, complete, and submitted to the donor in a timely manner
  • Facilitate review of progress on a quarterly basis
  • Perform periodic data quality audits to ensure that partners are capturing and recording data correctly and in line with donor requirements and CRS standards.
  • Perform any other function assigned to him/her by the Program Manager

Typical Background, Experience & Requirements:

Education and Experience

  • Bachelor’s degree in Economics, Statistics, Operations Research or Degree in Social Sciences and a Diploma in M&E
  • Three-five (3-5) years’ relevant experience in a position with similar responsibilities, preferably with an international NGO, Community Based Organizations (CBOs) and related implementing agencies, particularly at the level of field operations/ implementation
  • Experience in collaborating, learning, adapting (CLA) or other continuous learning approaches desired
  • Experience of building and/or maintaining databases and undertaking regular data quality checks.
  • Experience engaging with partner organizations especially having worked with UN Agencies or government departments will be an added advantage
  • Experience in working with international donor funded projects and /or international donor agencies in grant management
  •  Knowledge of ICT for Development (ICT4D)
  • Excellent verbal and written English skills, including ability to synthesize data into narrative reports
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems, statistical software and data analysis packages and ability to learn new platforms as required
