Project Summary

Children who grow up in safe, healthy, nurturing families have better outcomes in life—including improved cognitive, emotional, and social development, better health, and greater success in school. To help break the cycle of poverty, CRS is implementing the Inclusive Family Support Project in Zambia to create more resilient families and communities.

CRS’ Children in Families Strategic Change Platform is a bold initiative to strengthen families. The goal of the platform is to help vulnerable children thrive in safe, healthy, and nurturing families; create more resilient and supportive communities; and work with governments to establish policies and systems that strengthen families. CRS also advocates with governments, donors, and other regional and global stakeholders to direct resources and support to strengthening families.

Through the Inclusive Family Support Project in Zambia, CRS will build upon decades of experience in community and family strengthening activities—and our strong partnerships with the Catholic Church, governments, and local organizations—to ensure families in targeted communities have the resources and skills to care for children. To strengthen families, CRS will help caregivers learn and practice positive parenting; connect isolated families with supportive communities; help children—especially children with disabilities—attend remote or in-school learning and access health and social services; and build families’ resources through savings groups, cash grants, school vouchers and financial education.

Job Summary

As a member of the Savings and Internal Lending Community (SILC) team, the SILC and Enterprise Development Project Officer will monitor and report on assigned project activities and provide technical analysis and support in the areas of savings-led microfinance, financial education, business development for enterprises, and marketing skills. The Project Officer will support project staff and local implementing partner staff in the delivery of high-quality programming to the poor and vulnerable that adheres to CRS program quality principles and standards, donor guidelines, and industry best practices. S/he will deliver a thorough and service-oriented approach to ensure that the project consistently and constantly works towards improving the impact of the project to the benefit of those being served.

Job Responsibilities:

  • Support the coordination and implementation of all assigned economic strengthening activities as outlined in the project’s detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Support the development and adaptation of project documents and tools, as well as technical guidance, training materials, and quality improvement and assessment guidelines.
  • Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.
  • Build partner capacity by delivering training of trainers and conducting regular field visits for monitoring and supportive supervision for the SILC, financial inclusion, and business development components.
  • Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules.
  • Assist partners in their efforts to reflect on project experiences pertaining to project microfinance and business development interventions.
  • Collaborate with local partners to prepare reports and necessary supporting documentation per established reporting schedule.
  • Conduct mentoring and coaching sessions with partner staff and Private Service Providers (PSPs) to enhance efficiency in service delivery.
  • Complete project documentation for assigned activities.
  • Assist with identifying information for case studies and reports on promising practices.
  • Maintain the partner level SILC Management Information System Savix (MIS Savix).
  • Train local partners in the use and management of MIS Savix.
  • Guide and support partners in their efforts to collect and analyze data monthly.
  • Ensure timely submission of the monthly and quarterly trend analysis reports.

Typical Background, Experience & Requirements

Education and Experience

  • Bachelor’s degree in Development Studies or Social Sciences preferred.
  • Knowledge of technical principles and concepts in savings led microfinance, financial education, business development enterprises, and market engagement.
  • Minimum of 3 years of work experience in project support. Experience in the field of savings led microfinance, business/marking skills, or a related field required. Experience with an NGO a plus.
  • Experience in participatory action planning, community engagement, and designing and delivering trainings.
  • Experience monitoring projects and collecting relevant data preferred.
  • Experience using the Management Information System (MIS) SAVIX and MS Office packages (Excel, Word, PowerPoint).
  • Familiarity assisting with the implementation of projects in rural Copperbelt and Luapula (preferred).

Travel Required: 50% (frequent travel to field project sites)

Internal: Program Manager – Family Strengthening, Microfinance Technical Advisor, MEAL Manager, other project staff as relevant.
External: Implementing partner staff and consultants, relevant government actors, other key stakeholders such as local chiefs and councilors.
