SNV started operations in Zambia in 1965 shortly after the country’s independence and has been a consistent development partner since then. In alignment with Zambia’s Vision 2030 and its Sixth National Development Plan (SNDP 2011-2015), SNV provides services in three sectors: Agriculture, Water Sanitation and Hygiene and Renewable Energy.

Our work includes advisory services, development and brokering of knowledge, and support policy dialogue to local organisations. The recipients of these services include the public sector, private sector, farmer groups, and civil society organisations.

Job Title: Procurement, Contracts and Grants Officer

Duty Station: Lusaka

Starting Date: 1st January, 2016

Purpose

The Procurement, Contracts and Grants Officer will work under the office of the Operations Manager to ensure timely and compliant procurement of goods and services and tight management of contracts and grants. Following SNV’s strategy of localization, much of project work is implemented with technical support from sub-contractors who requires close monitoring and management to ensure appropriate financial controls and reporting procedures are followed and donor requirements met.

Key Activities

Procurement and Policies

  • Conduct all procurement of goods and services in line with SNV and donor policies and procedures
  • Review procurement policies against best practice, SNV, Donor and Government of Zambia requirements and revise and adjust as necessary to ensure SNV is compliant with all relevant rules and regulations

Tendering and Donor Compliance

  • Draft and issue calls for proposals and applications, invitations to bid, tender documentation, bid comparisons determining procurement mechanisms that will ensure fair and open competition
  • Review all SNV donor contracts and ensure procurement activities in each project are compliant with donor requirements

Contracts Management

  • Draft and issue all consultancy contracts; purchase orders, MoUs, sub agreements and sub contracts; maintain accurate and complete procurement files.

Capacity Building

  • Supports supervisor in providing training to SNV partner organisations on SNV reporting and procurement requirements
  • Manage and administer all SNV sub-contracts and grants to ensure contractors’ compliance and performance, accurate and timely reporting to SNV systems

Project Support

  • Liaise closely with project teams to predict and track procurement requirements ensuring responsive service provision
  • Any other duties as may be assigned by supervisor

Academic and Professional Requirements

  • Bachelor Degree in a related field or Full CIPS
  • Extensive proven knowledge of procurement practice and procedures
  • At least 5 years in a procurement and contracts post in Zambia
  • Experience with procurement and contracts administration under UN, EU or  US government funded contracts or agreements
  • Active member of the Zambia Institute of Purchasing & Supply
