Background:

Social Worker’s Association of Zambia has entered into a partnership with United Nations Children’s Fund (UNICEF) to strengthen and build the capacity of the social welfare workforce of the Ministry of Community Development and Social Services to Implement the Service Efficiency and Effectiveness for Vulnerable Children and Adolescents (SEEVCA) Initiative.

Service Efficiency and Effectiveness for Vulnerable Children and Adolescents (SEEVCA) Initiative is led by the Ministry of Community Development and Social Services (MCDSS) with funding and technical assistance from UNICEF and USAID to produce a sustainable approach to case management for VCA living in households receiving Social Cash Transfers (SCTs). The intent of the SEEVCA program is to reduce vulnerability and expand protection for the most vulnerable and marginalized households in 15 districts. The strategy to reach the main target group (vulnerable children and adolescents) combines the SCT programme with standardized case management that supports access to other existing services and information –to reduce vulnerability and equip households to be more resilient. The goal is for the Government, with support under SEEVCA, to enhance the capacity of existing structures and systems to provide case management at ward level that increases access to services and builds household resiliency. The project includes a research agenda to determine the optimal service delivery scenarios for VCA.

Description of SWAZ

Social Workers’ Association of Zambia (SWAZ) is a membership based professional body of social workers that aspires to promote and protect the social work profession in Zambia. As a professional body, SWAZ endeavors to encourage social work practitioners to uphold professional ethical values and principles whilst at the same time serving the interest of social work profession and its clientele.

SWAZ is a registered entity in Zambia under Societies Act Cap 119 of the Laws of Zambia and is also a member of the International Federation of Social Workers (IFSW), a worldwide body for professional social work comprises 120 professional social work associations in the world. The association’s vision is to be a widely recognized and appreciated the professional body of social workers that contribute to improved livelihoods of the Zambian society.

The objective of the National Programme Coordinator Position

The National Programme Coordinator will be based at SWAZ Secretariat to provide technical, programmatic and administrative leadership in the implementation of SEEVCA programme activities. He/she will be supervised by the SWAZ Secretary General for the fulfillment of this assignment. In view of the above, the National Programme Coordinator will have the following responsibilities:

Technical programmatic Duties:

  1. The National Programme Coordinator will oversee the implementation of SEEVCA activities, supervise and provide mentorship to all programme staff at national and district levels
  2. The incumbent will provide technical leadership in efforts to strengthen the Social Welfare Workforce at national and district level including recruitment, identification of  capacity building needs and planning of trainings and orientations
  3. H/She will support national and district officers to provide mentorship in Case Management related activities to the CWACs and CDAs in the 15 Districts.
  4. He/She will support the Finance and Administration Officer to maintain an effective financial recording and reporting system in full compliance with UNICEF HACT & FACE guidelines processing financial transactions in an accurate and timely way.
  5. H/She will support national  coordination on children’s issues and utilizing key child wellbeing and protection indicators on a monthly basis to ensure service provision to children
  6. H/She will provide regular progress reports including monthly reports according to donor requirements, lead the documentation of success stories and lessons learnt
  7. The National Programme Coordinator will monitor, assess and coordinate the quality of reporting to ensure that donor requirements are met during the project implementation phase.
  8. H/She will develop and monitor the programme Detailed Implementation Plan according to deliverables and timeframe
  9. He/She will provide supportive supervision to National and District level Staff
  10. He/She will oversee the delivery of all planned trainings in line with the training schedule
  11. He/she will attend meetings with stakeholders and ensure resolutions are captured, documented and shared
  12. He/she will provide overall leadership and day to day oversight of the project
  13. Perform other programme related duties as delegated.

Administrative Duties

  1. Set-up an effective administrative system including necessary documents for procurement, requisition books,  timesheets, stock taking and record keeping
  2. Ensure timely submission and safe keeping  of Timesheets  and other HR related documents for national and district staff
  3. Ensure all required supplies are provided to national and district staff
  4. Drive the growth of the funding portfolio as well as day to day donor relationship management with bilateral donors, international organizations, governmental institutions other organizations.
  5. Disseminate information about SWAZ; promote shared learning and collaboration between partners by facilitating partner networks and meetings.
  6. Proactively develop and up-date the SWAZ website and develop information, education and  communications materials to be shared with partners and donors
  7. Analyze documents/material on calls for proposals and program opportunities, coordinate program and finance teams for quality assurance of project proposals and budgets.
  8. Prepare and submit monthly updates and quarterly reports to the SWAZ Secretary General
  9. Plan and facilitate site visits to SEEVCA operational districts
  10. Conduct SWAZ membership outreach and recruitment activities.
  11. Take part in important professional events conducted in the name of SWAZ
  12. Perform other administrative related duties as delegated.

Essential skills, qualifications, and experience

  • Full Grade 12 School Certificate with a Bachelors and Master’s Degree in Social Work, Business Administration or the equivalent.
  • Not less than five (5) years’ experience in Social Work, Communication, Business Administration or the equivalent with fund development component as critical coupled with supervisory skills.
  • Strong technical background in the areas of planning, monitoring, and research with experience in development programming and project management as an asset.
  • Proven understanding of the local development context as it relates to Vulnerable Children and adolescents.
  • Excellent oral and written communication skills Self-starter with strong problem-solving skills
  • High degree of cultural competency
  • Strong computer skills (PowerPoint, Publisher, and Excel)
  • Fluency in written and spoken English is essential
  • Member of the Social Workers’ Association of Zambia (SWAZ) is an added advantage
