Job Description

Our client, Morehouse School of Medicine, is looking for an eligible and qualified individual to fill the position of Associate Program Manager.

COMPANY DESCRIPTION

The Morehouse School of Medicine (MSM) is a Historically Black College and University (HBCU) based in Atlanta, Georgia, USA and is part of the HBCU Global Health Consortium (GHC). The HBCU GHC consists of four HBCUs: MSM, Charles R. Drew University of Medicine and Science, Meharry Medical College, and Howard University. The HBCU GHC is funded by the US President’s Emergency Plan for AIDS Relief (PEPFAR) through the Health Resources and Services Administration (HRSA), HIV/AIDS Bureau, Division of Global HIV/AIDS Program.

PROJECT DESCRIPTION
The overall aim of the MSM project in Zambia is to improve the health outcomes for adults on anti-retroviral treatment (ART). Specifically, the MSM program aims to improve continuity of treatment, viral load testing, viral load suppression for clients on anti-retroviral treatment (ART) through (1) ART clinic workflow redesign, (2) optimizing referral systems for better care coordination, and (3) utilization of technology. The Morehouse program is being implemented in Chilenje, Chawama, Kanyama, and Matero General Hospitals in Lusaka, Zambia.

POSITION DESCRIPTION
This is a Lusaka based position and salary will be commensurate with experience. The Associate Program Manager will report to the US-based Program Manager and offer high-level programmatic and operational support to ensure timely implementation of the program work-plan.

FUNCTIONAL RESPONSIBILITIES

The tasks listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.

  • Provide ongoing support and professional coaching to a team of geographically dispersed clinical specialists and data management specialists with capacity building activities
  • Coordinate the planning and reporting of program related capacity building trainings and activities
  • Support in-country team with planning and preparing for program meetings with US-based program leadership, funders, and other in-country stakeholders
  • Ensure that all proposed activities by in-country team align with the program work-plan and objectives and that measurement tools are in place before implementation
  • Oversee timely implementation and ongoing measurement of program work-plan activities
  • Develop high-level written communication materials to stakeholders for review and approval by program leadership
  • Apply critical thinking skills and clinical knowledge to resolve issues that may hinder program success
  • Represent the Morehouse Program at in-country meetings as required
  • Oversee timely completion of assigned tasks by staff to ensure that they meet timeliness and quality requirements
  • Contribute to the development and review of quarterly and annual reports to ensure that they accurately reflect program achievements and challenges
  • Oversee the safe management and use of program assets
  • Routinely review reported data for timeliness, quality, and integrity
  • Support Administrative Assistant with addressing performance issues with vendors
  • Collaborate with the HBCU GHC in-country leadership to ensure sustained engagement of Ministry of Health leadership to support program implementation
  • Ensure that program activities are properly and consistently staffed to ensure quality service delivery
  • Support health facilities with using their program data to inform decision-making and resource allocation
  • Contribute to the development of program work-plans

QUALIFICATIONS AND EXPERIENCE

  • Diploma/ Advanced Diploma in Clinical Medicine or Nursing with a minimum of 10 years’ work experience high quality experience as a leader in the area of project or program management required
    or
  • Bachelors’ degree in Clinical Sciences or Nursing and a minimum of 5 years work experience with high quality experience as a leader in the area of project or program management required
  • A Masters’ degree in public health in addition to above qualifications is advantageous, but not required
  • Significant and high-quality experience in supervising and coaching junior and mid-level professionals is required.
  • Experience in using clinical data to inform program activities and decision is required
  • Experienced in providing capacity building training to ministry of health clinicians, especially in the areas of HIV/AID and TB to Ministry of Health staff is required
  • Experience in planning and facilitating meetings with program and project leadership required
  • Excellent English communication skills (written and oral) are required for this role
  • Demonstrated ability to manage support staff in multiple sites highly desired
  • Working knowledge of Ministry of Health HIV treatment protocols required
  • Experience working in a health-related non-governmental organization or grant funded environment is highly preferred/ desired
  • Working knowledge of PEPFAR MER indicators and terminology required
  • Proven skills and experience in the use of Microsoft Office applications, specifically Word and Excel, and PowerPoint is required
  • Knowledgeable and experienced in the use of teleconference software is required
  • Demonstrated ability to manage and support multiple projects or programs simultaneously required
  • Experience in contributing to the development of program and project work-plans or annual goals is highly desired, but not required
  • Demonstrated ability to establish and maintain working relationships with leadership teams within program implementing partners required
  • Experience developing and updating procurement manuals and policies highly desired
