Internal Audit Manager

The Council of the Zambia Institute of Advanced Legal Education (ZIALE) is looking for a suitably qualified experienced and result oriented person to fill the position of Internal Audit Manager.

JOB PURPOSE

Reporting to the Director & Chief Executive Officer, the Internal Audit Manager will be responsible for developing and implementing internal audit strategies and programmes in order to ensure that all operational and accounting practices are compliant with laid down procedures.

DUTIES AND RESPONSIBILITIES

  • Develops and implements audit charter and manuals, annual audit plans, programmes covering all operational areas aimed at providing independent and objective advice to management on risk management, control and governance by measuring and evaluating their effectiveness in achieving the institute’s agreed objectives;
  • Carries out periodic system reliability tests to confirm the efficiency, effectiveness and adequacy of internal controls, systems and procedures in safeguarding the Institute’s assets and prepares reports to management recommending corrective measures;
  • Safeguards the Institute’s assets and examine internal controls in all transactions of the Institute and makes recommendations for their improvements to ensure quality assurance;
  • Reviews and monitors all management systems including finance, procurement and stores, human resource to ensure compliance with the Institute’s policies and procedures;
  • Undertakes periodic checks of operations in order to identify areas vulnerable to latent risks, fraud and make appropriate recommendations to avert such risks;
  • Carries out Pre-audits and Post-audits and specialised audits of all payments to ensure correctness and reliability of all accounting records, to protect public resources, assess effectiveness of internal controls, governance systems and recommends appropriate action;
  • Interprets financial and operating guidelines to ensure the Council and Management adherence to good governance principles;
  • Ensures that a satisfactory stores system is maintained and that authorization procedure for all payments and disposal of assets are strictly in accordance with procurement and stores procedures and in harmony with the financial regulations;
  • Liaises with External Auditors and provides support to ensure audits are conducted expeditiously;
  • Undertakes special audit investigations as may be assigned by the Council, Audit Committee or the Director/Chief Executive Officer;
  • Manages periodically the preparation of Audit Reports in order to facilitate management and policy decisions;
  • Manages periodically capacity building of staff in the Institute on Risk Management, internal controls and governance systems in order to ensure effective implementation;
  • Supervises and undertakes timely development and implementation of Unit and individual work plans in order to monitor and evaluate performance.

QUALIFICATIONS AND EXPERIENCE

  • 5 “O” levels, including English and Mathematics;
  • Minimum degree in Accountancy from a recognised University or ACCA or CIMA;
  • Proven proficiency in computer;
  • Member of the Institute of Internal Auditors (IIA);
  • Full member of the Zambia Institute of Chartered Accountants (ZICA);
  • A minimum of Five (5) years’ progressive work experience of which three (3) years should be at Management level.
