The Programme Manager Sida– Driving Sustainable Change for Children Programme ensures the implementation of the Sida funded program aimed at promoting and driving sustainable change for children in Zambia. (S)he acts as focal point for the Zambia country program, providing guidance to a multi thematic program anchored on the SC Child Right Governance goals and Save the Children’s guidelines, vision and mission. (S)he represents Save the Children with relevant child sector government structures and other partners in Country. Being responsible for managing partner relations, the Programme Manager ensures joint planning with partners and manages ongoing relationships. (S)he will support programme implementing partners as well as negotiate agreements. (S)he will be responsible for monitoring the Sida – Driving Sustainable Change for Children Programme budget and expenditures, documentation/ reporting, monitoring and evaluation (M&E)
Program Management
- Ensure all program activities are implemented timely in line with detailed implementation plan and red flags identified are timely escalated and resolved
- As budget holder of the of Sida- Driving Sustainable Change for Children Programme program, develop and manage the program budget in line with SCI and donor policies and procedures.
- Contribute to new business development to finance the program
- Lead and coordinate the reporting to the donors
- Review and systematic follow-up to partner reports (Financial and Narrative);
- Provide regular feedback on stipulated outcomes and processes to ensure achievement of objectives;
- Regular site visits to verify status of program implementation
- Contribute to the long-term strategic planning of the program
- Support partners to design and implement their detailed implementation plan for the program in line with donor requirement and SCI guidelines
- As required identification of national partners and/or identification of potential partners;
- Support and work with the awards and partnership team to conduct systematic review and verification of partner capabilities
- With support from the Technical thematic leads, the Awards and Partnership team, Finance and other support functions lead in the development and design of capacity building plans for each partner
- Contribute to the long-term strategic planning of the program
- Review and systematic follow-up to partner reports (Financial and Narrative)
- Lead in the implementation and monitoring of the capacity building plans and work closely with the partners on the implementation of the capacity building plans
- Provide day to day support and mentorship to the partners including the implementation of DIPs
- Compile and develop partner report in line with member / donor reporting guidelines
- Provide regular feedback on stipulated outcomes and processes to ensure achievement of objectives;
- Regular site and partner visits to verify status of program implementation.
- Actively participate and contribute to Child Centred Social Accountability, Public Investment in Children and Child Rights Reporting coordination meetings to ensure a child rights focus
- Ensure SC actively coordinates and contributes to community-based and national relevant thematic interventions
- Support existing CSO, private sectors and other stakeholders child rights networks to support and drive change for sustainable development in Zambia
- Analyze the outcomes of the program and changes in the external operating environment and incorporate findings in to the ongoing development of the program;
- Develop and maintain external network of contacts, support and co-ordinate with other themes; Education, Health and Nutrition, Child Protection and Child Poverty to ensure maximum impact;
- Oversees procurement, administration, and logistical processes for the programme.
- Supervise staff under the programme/ relevant thematic areas in line with the areas of accountability.
Internal Coordination
- Working closely with all SC program staff to ensure that child safeguarding, child rights programming, and participation are integrated into all aspects of SC programming, including the components of non-discrimination and climate change
- Contributing to program design on issues of sexual and gender-based violence.
Reporting and Monitoring and Evaluation
- As required prepare reports and documentation on programme accomplishments and impact
- In liaison with MEAL, contribute to the development of an effective system of monitoring and evaluation for the programme
- Monitor activity against plan and budget highlighting any significant deviation from plan and recommendations to the Deputy Country Director
- Prepare the monthly, quarterly and annual reports as required.
