Background
Epidemic Control 90-90-90 (EpiC 3-90) supports the Ministry of Health (MOH) in targeted faith-based sites to achieve the UNAIDS Fast Track goals for epidemic control: 90% of all PLHIV know their status, 90% of those diagnosed receive sustained ART, 90% of all people receiving ART have viral suppression. EpiC 3-90 supports comprehensive HIV/AIDS service delivery at supported faith-based facilities while building capacity and systems for sustainability through a three-pronged approach: 1) Support health facilities improve their delivery of HIV prevention, treatment and laboratory services; 2) Improve key health system functions and structures needed to deliver quality HIV services; and 3) Health information is strategically collected and utilized to improve HIV service delivery. Through the course of the project, EpiC 3-90 will gradually decrease its involvement so that District and Provincial Health Offices (DHOs, PHOs) assume oversight of and technical assistance to supported facilities. EpiC 3-90 is a consortium project of Churches Health Association of Zambia (CHAZ), Chreso Ministries and Catholic Relief Services (CRS), as a prime consortium member, CRS brings globally recognized expertise in grants management, health systems strengthening and sustainability, and top-notch HIV/AIDS service delivery.
Position Summary
The Supply Chain advisor will Coordinate the supply chain for health commodities in all CRS EpiC3-90 supported sites. He/ she will work in coordination with the Ministry of Health (MoH) provincial, district, health facilities and CHAZ to ensure the availability of pharmaceutical and laboratory products under the project. The supply chain advisor will be responsible for providing technical support to pharmacy and laboratory staff in logistics management of health commodities and update logistics knowledge and skills through commodity management trainings. He/she will be involved in the assessment and monitoring of the health commodities in all program sites for quality and building partnerships and networking with stakeholders.
The goal of this position is to assist the Ministry of Health to strengthen the capacity to manage the health commodities for the achievement of the HIV/AIDS 90-90-90 targets. The supply chain advisor will report to the senior supply chain management advisor in achieving the project’s goals and objectives.
Roles and Responsibilities:
- The coordinate supply chain for ARVs, Essential Medicines, HIV test kits, and Laboratory commodities in all CRS EpiC3-90 supported facilities.
- Closely work with the Ministry of Health Provincial and District health offices to ensure a steady supply of ARVs, Essential Medicines, HIV test kits and Laboratory commodities in all CRS EpiC3-90 supported facilities
- Participate in National forecasting and quantification program for ARVs, HIV test kits, and EMs
- Support MOH roll out approved electronic logistics information management system (eLMIS) and SmartCare all CRS EpiC3-90 supported facilities
- Enforce standard operation procedures on the logistics management of ARVs, EMs, Lab commodities and HIV test kits in all CRS EpiC3-90 supported
- Lead rational use of drugs and lead pharmaco-vigilance services in all CRS-EpiC3-90 supported facilities to achieve desired treatment outcomes;
- Train health workers in logistics management of health commodities
- Coordinate with government departments and implementing partners in building local capacity around eLMIS utilization and Assist reporting and resolution of facility eLMIS problems for system enhancement
- Perform other duties may be assigned by the Project chief of party
Qualifications:
- Bachelor of Pharmacy Degree
- Minimum of five (5) years’ work experience in health supply chain logistics Pharmaceutical and health products management or similar capacity;
- Mastery of eLMIS and logistics management information systems is highly required
- Strong analytical skills in forecasting and quantification
- Ability to multi-task efficiently and prioritize activities in support of Project goals and deadlines;
- Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems.
- Experience in conducting user orientation on health information systems (SmartCare)
- Registered with Health Professions Council of Zambia;

Key working relationships:
Internally:
- Collaborate with the other technical teams to leverage for increased coverage of target achievement and allow for the smooth running of the project operations
Externally:
- Externally the supply chain advisor will work closely with the Ministry of Health, Churches Health Association of Zambia (CHAZ) supply chain Management and other implementing partners.
- Facilitate dialogue with implementing partners to ensure mutual relationships and cooperation that enhances project programs
