Systems Approach for Better Education Results (SABER) Consultancy job in Zambia
The Government of the Republic of Zambia, in partnership with the World Food Programme is implementing a school feeding programme in 22 districts reaching over 861,000 schoolchildren. Over the years, efforts have been made to transition the programme from the traditional school feeding to the Home Grown School Feeding programme (HGSF) where the benefits will go beyond just education to include communities through linkages with small-scale farmers.
In its current state, the school feeding is singularly implemented by the Ministry of Education, limiting it to only education sector results. The new model seeks to broaden the participation of government and other partners in a multi-sectoral programme- linking the agricultural health, nutrition and education sectors. Whilst the programme will continue to enhance learners’ outcomes by ensuring attendance, the programme is expected boost agricultural production and productivity through provision of predictable markets via schools. With nutrition being one of the cornerstones of the programme, it is expected that the HGSF will contribute to the nutrition outcomes and improved health status for the school children.
As a way of ensuring a well thought-out and planned HGSF model, it has become apparent that a Systems Approach for Better Education Results (SABER) exercise be conducted. The SABER is an initiative to produce comparative data and knowledge on education policies and institutions, with the aim of helping countries systematically strengthen their education systems.
The SABER consultancy will culminate in a stakeholders’ validation workshop to be facilitated by the consultant. The results of this consultancy will feed into the development of an HGSF Implementation Strategy
Objective of the request for proposals
The objective of the request for proposals is to identify individuals and/or institutions (companies) with sufficient technical and professional capacity to undertake a Systems Approach for Better Education Results (SABER) assessment.
The World Food Programme now invites eligible individuals and/or institutions (companies) to submit both technical and financial proposals for the consultancy. Interested individuals and/or institutions (companies) must provide information indicating that they are qualified to perform the above and indicate availability of appropriate skills among staff with detailed CV’s. Individuals and/or Institutions (companies) may associate to enhance their qualifications.
