Qualifications and skills:
Post-graduate Qualification in Aviation or equivalent professional experience (5 years).
Good working knowledge of institutional, legal and organizational frameworks in the Civil Aviation Sector.
Fluency in English (both oral and written)
General professional experience:
• Minimum 15 years of working experience in the Civil Aviation Sector (CAA, ANSP), with 5 years at senior management level.Required to work 100 man-days, broken down as follows:
• 5 man-days for inception/preparatory work;
• 70 man-days for in-country assignment mission (including time required for technical support, training activities, stakeholder consultations and preparation of the required interim reports); and 15 home base work;
• 10 man-days for finalisation of the Final Report, in home country.
Specific professional experience:
• Minimum 10 years of professional experience in Civil Aviation Safety Oversight, including experience in planning and conducting audits and safety oversight activities.• Good understanding of the ICAO Convention SARPS system.• Knowledge of ICAO USOAP CMA (Universal Safety Oversight Audit Programme Continuous Monitoring Approach) activities and experience in addressing associated corrective actions.• Experience as team leader on an international assignment will be an added advantage.• Specific and relevant experience of working in developing countries, preferably in Africa, will be an added advantage.
