BACKGROUND
TechnoServe’s five-year strategic plan sets new and ambitious goals for its programs to collectively achieve: to double its impact by 2017, helping improve incomes of one million people by $500 million annually, including 35% women. With this new focus and mandate, new skills and strategies need to be built at program, country and regional levels to ensure staff are capacitated to deliver on impact goals and measure them effectively.
PRIMARY PURPOSE
Against this backdrop, TechnoServe Zambia seeks a part-time M&E Consultant who can drive the development of an integrated M&E strategy for the country and the Soy Regional Program, working with Program Managers and Market Facilitators to develop and execute M&E plans, using M&E data to help drive continual learning and improvement throughout the course of programs. The M&E Consultant will play an instrumental role in supporting the development and implementation of training and capacity building activities and opportunities to assist staff improve their skills and competencies in areas of monitoring, evaluation and learning, use research, analytical and project management skills to support program development and implementation. The M&E Consultant will also be responsible for leading other related activities, including data collection, knowledge management and reporting.
DUTIES AND RESPONSIBILITIES
Key duties and responsibilities of the M&E Consultant are as follows:
Program Monitoring and Evaluation:
- Use research, analytical and project management skills to support program development and implementation
- Lead innovation in M&E processes, technologies, tools, methodologies, to improve cost effectiveness and depth of information collected and analyzed within programs
- Lead on the effective implementation of all monitoring, evaluation and learning activities to continually assess organizational performance against agreed results and recommend necessary action to ensure delivery is achieved. In particular, encourage attitudes and behaviors that enable a 360 degree accountability approach, focusing especially on downward accountability and results
- Develop plans for baseline, mid-term and end-term evaluations, including TOR for external baselines/evaluations,
- Identify appropriate indicators in collaboration with Program Managers and Market Facilitators
- Hands-on support to Program Managers and Market Facilitators in tracking and analyzing indicators throughout their programs and ensuring that outputs of program Results Measurement frameworks are fed back into interventions
- Exploit all opportunities for gender impact in both program design and mid-course Correction
Country-level strategic M&E planning:
- Maintain and build the TNS Zambia’s M&E framework
- Develop a TNS Zambia’s learning agenda, identifying hypotheses and leading a research plan that generates unique insights that the organization can use to share with donors, inform program adaption and design
Reporting and Other Communications:
- Working closely with Country Director, Regional Program Manager and their subordinates, leading in the preparation of quarterly indicator and donor reports.
- Lead compilation of annual corporate measurement and quarterly data and reporting for Zambia; analyze impact across programs and provide recommendations on how to drive incremental impact in line with 5 year Corporate Strategy targets
- Lead collection, analysis and packaging of case studies and impact stories on a frequent basis
Knowledge Management:
- Lead the knowledge management function, designing a platform for archiving and a clear folder architecture for programs to use
- Disseminate lessons to a wider stakeholder audience within Zambia and the region
- Mine program data and prepare case studies demonstrating TechnoServe quals
Staff Capacity Building:
- Provide regular training of program staff on M&E fundamentals
- Build Program Managers and Market Facilitators knowledge and abilities in program design and monitoring and evaluation, helping them develop critical thinking around issues related to the M&E of their programs
REQUIREMENTS
Successful candidates will have the following qualifications:
- Degree in statistics, economics, agriculture or another relevant subject area
- At least seven years of experience developing and managing performance management systems for donor-funded programs
- Demonstrated experience designing results frameworks
- Strong program management knowledge, ideally built on mature understanding of relevant issues derived from field experience, with ability to ensure quality against standards and to implement effective and practical monitoring and evaluation systems that are focused on outcomes, results and impact
- Knowledge of donor procurement and project implementation procedures and processes
- Ability to develop well written, cohesive analyses and reports
- Experience in training staff on M&E tools
- Ability to lead a multicultural team to accomplish program goals
- Excellent English skills, written and oral, required
Willingness to travel domestically and internationally when necessary
LOCATION
The position is based in Lusaka, with at least 50% time in Zambia. There is potential for occasional travel to Tanzania and Zimbabwe, but not confirmed.
Reports To: Regional Program Manager/Country Director
