TERMS OF REFERENCE FOR THE KIDS ALIVE ZAMBIA HUMAN RESOURCE CONSULTANCY 2020

1.0 BACKGROUND

For 100 years, Kids Alive has rescued orphans and other vulnerable and forgotten children in 12 countries around the world. Through the blessing of child sponsorship, these kids receive loving, holistic care and quality education, helping break the bondage of hunger, abuse, and exploitation. Best of all, they have the opportunity to know and trust Jesus Christ and follow Him.

In Zambia, Kids Alive has been operating for about 20 years now, rescuing and restoring more than 100 children and impacting on close to a thousand children across its four operational sites. The sites include Kids Alive Academy and Lilato children’s village in Mongu, as well as Chikondi children’s Village and Misisi care center in Lusaka.

In its quest to ensure its policies are responsive to contemporarily Human Resource practices and compliant with Zambia’s labour laws, Kids Alive Zambia now issues the following consultancy, hereinafter, referred to as “KAZ HR Consultancy 2020”.

2.0 PURPOSE OF THE CONSULTANCY

The purpose of the consultancy is to ensure that Kids Alive Zambia complies with all labour laws in Zambia and sets itself up as an employer of choice.

3.0 OBJECTIVES OF THE CONSULTANCY

  • To conduct a gap analysis of the current Kids alive Employee handbook and Human Resource policies and procedures against Zambian labour laws
  • To make clear and specific recommendations on what actions need to be taken to deal with the identified gaps.

4.0 SCOPE OF THE WORK

The consultant is expected to undertake the following:

  • Identify all HR policies and establish areas they do not cover
  • Review the staff handbook and map its provisions against  the current labour laws
  • Review the current staff contracts and improve it into a more appropriate standard contract for the current environment
  • Review the current organogram and recommend amendment in line with ideal practice for KAZ environment
  • Conduct meetings with staff and management for consultations as appropriate

5.0 DELIVERABLES

  • Inception report clearly outlining the methodology to be used together with a clear schedule of activities
  • A report clearly identifying all gaps in 3 above and specific recommendations for each gap
  • A draft standard employment contract.

6.0 DURATION OF THE ASSIGNMENT

Although the consultant will schedule all activities, it is expected that the entire assignment will be executed within a period not exceeding 21 days.

7.0 SUPERVISION

The supervisor for this assignment will be the Country Director

8.0 QUALIFICATIONS AND EXPERIENCE

  • A relevant post graduate qualification for the lead consultant
  • Training in Law and Human Resource Management will be an added advantage
  • More than 5 years’ experience conducting similar activities
  • Computer literacy
  • Good spoken and written communication skills in English.
  • Excellent research, analytical and report writing skills.

9.0 BID REQUIREMENTS

Consultants who meet the requirements should submit an expression of interest, which should include the following:

  1. A suitability statement, including a commitment to availability for the entire assignment.
    ii. A brief statement on the proposed methodology including a detailed work plan.
    iii. A detailed financial proposal, including daily cost per major activity.
    iv. Summarized Curriculum Vitae clearly outlining the consultants’ qualifications and experience (Maximum 3 pages).
    v. Contacts of 3 organizations that have recently contracted the consultant to carry out a similar assignment.
