The African Capacity Building Foundation (ACBF) was established in 1991 to build sustainable human and institutional capacity in support of Africa’s development.  The Foundation’s goal is to improve the lives and prospects of people throughout the African continent. ACBF supports capacity development in Africa through grants making, knowledge sharing and technical assistance to countries and regional and sub-regional organizations. ACBF’s approach to capacity development focuses on addressing capacity needs and gaps as well as on stakeholder ownership of interventions, project and program sustainability and synergy of interventions with other development funding institutions.

Position: Director, Finance and Administration

Type of Contract: Fixed Term Renewable (subject to probationary period of 1 year)
Duty Station: Harare, Zimbabwe

The Foundation seeks to recruit a Director, Finance and Administration. Reporting to the Executive Secretary, the incumbent functionally develops and manages the performance of the accounting and financial reporting, payments, payroll, disbursements, budget and trust fund management functions; and advices the Executive Secretary and the governing bodies on accounting, financial, procurement and corporate administration matters. The specific responsibilities of the Director will include, but are not be limited to:

A. Duties and Responsibilities:

  • Provide overall leadership and supervision to the Finance and Administration department.
  • Provide proactive and regular financial reporting, summaries, and information to the Executive Secretary and the Executive Board of the Foundation.
  • Provide oversight for all financial operations, including accounting, budgeting, investment management, financial reporting and control, cash flow management, forecasting, short- and long-term financial planning.
  • Oversee preparation of financial reports, including quarterly financial statements and ensure that financial statements are prepared on time and in compliance with generally accepted accounting principles.
  • Direct and coordinates the budget preparation and revision process, and provide strategic analysis for on-going monitoring of the budget.
  • Implements and assures adherence to all fiscal and administrative policies and procedures, and supplement with new policies and procedures when necessary.
  • Develops the department’s Annual Plan and periodic forecasts in partnership with other departments.
  • Provide guidance in resolving problems as they relate to the financial management in supported departments.
  • Manages finance projects within the department ensuring timely completion, expert analytical interpretation and summarization of results.
  • Provides effective oversight on project finances to ensure sound financial management, timely disbursement of funds and conformity with the Foundation’s procurement and disbursement guidelines for grant operations.
  • Oversee the effective delivery of the procurement function at the Foundation and ACBF projects ensuring that acquisition plans are in place and properly laid out in accordance with all financial and procurement policies and guidelines.
  • Oversee the effective delivery of the corporate administration services.

SELECTION CRITERIA

Selection will be on a competitive basis   and the following minimum qualifications, experience and competencies are required:

  • Advanced University degree in Accounting, Financial Management, or a related field. Membership in an internationally recognized professional accounting body such CA, CPA, ACCA, CIMA, is a requirement. Knowledge of International Financial Reporting Standards (IFRS) and/or IPSAS will be an asset.
  • Minimum of 10 years of which at least 5 years should be with in a leadership position and with an international organization in accounting system, compliance, review, financial control and reporting.
  • Must be self-initiating and be able to work independently with strong organising, work planning and scheduling skills, capable of handling large volumes of assignments accurately and thoroughly without losing focus.
  • Ability to make sound decisions and resolve problems, exercising the highest level of responsibility in handling confidential and sensitive issues in a reasonable and mature manner.
  • Excellent English Language skills. Working knowledge of French will be an added advantage.
  • Excellent communication and presentation skills, both oral and written, proven ability to clearly and concisely prepare, present, discuss and defend issues, findings and recommendations
  • High ethical standards, impeccable integrity and a deep sense of fairness
