The Ministry of Commerce, Trade and Industry are inviting suitable applicants to fill five (5) positions under the Great Lakes Trade Facilitation Project (GLTFP) financed under a loan from the World Bank. The project aims at empowering border communities by enhancing small-scale cross-border trade between Zambia and Democratic Republic of Congo (DRC) through the provision of core trade infrastructure at three priority border posts namely: Kasumbalesa, Mokambo, and Chembe. The project will be comprised of four main components namely; (a) improving core trade infrastructure and facilities in the border areas, (b) implementation of policy and procedural reforms and capacity building to facilitate cross-border trade in goods and services, (c) improving service delivery by agencies at the border posts and citizen engagement (d) implementation support, communication, monitoring and evaluation. The Ministry, therefore, is inviting suitable applicants to fill the following positions:-
CONTRACT AND PROCUREMENT OFFICER
The Contract and Procurement Specialist will be reporting to the Project Coordinator and his/her main responsibilities will be to procure goods and services for all Great Lakes Trade Facilitation Project components and his/her specific functions will include among them, the following:
- Advising the Project Coordinator on procurement matters;
- Preparing annually and updating regularly, the Great Lakes Trade Facilitation Project Procurement Plan.
- Working with all beneficiary agencies in preparing procurement notices, expression of interests, bidding documents and requests for proposals (RFP) to guarantee compliance with the World Bank procurement guidelines.
- Taking the lead in negotiations during the selection of consultants and advise on contractual terms and preparation of contracts and minutes of negotiations.
- Initiating procurement processes to ensure timely submission by user departments of Tor’s specifications and schedule of requirements.
- Maintaining records and inventory for SOE/post reviews.
- Arranging and attending bid-opening meetings for all beneficiary agencies, advice on proceedings and record minutes.
- Taking the lead and provide advice on the conduct of bid evaluation and drafting contracts for works, Goods, and Non – consultant’s services.
- Keeping track of dates in the tender documents processing and contract management and report on implementation progress, liaising with all beneficiary agencies to ensure that all activities take place on the date stipulated in the tender documents.
- Compiling procurement data as an input for Financial Management Requirement (FMR) based disbursement; and
- Training staff in basic roles and responsibilities in procurement, ethical behaviors, and provisions for fraud and anti-corruption measures in procurement and principles that guide procurement of works, goods and non-consultant services and selection of consultants.
- Submitting procurement activities for clearance in the World Bank online Systematic Tracking of Exchanges In Procurement (STEP)
QUALIFICATION, EXPERIENCE AND ESSENTIAL COMPETENCE
- Bachelor’s Degree in Procurement, Business, Supply Chain, Purchasing, and supply or any related field
- Full Chartered Institute of Purchasing and Supply (CIPS) Level 6
III. A minimum of 5 years’ experience in procurement and supply preferably at a senior level. Experience in Public procurement under multilateral Bank-funded projects will be an advantage.
- The Procurement Specialist shall also be conversant with the Zambia public procurement law, rules and regulations
- Must be a member of ZIPS/CI PS vi. Experience with World Bank Procurement Guidelines and Procedures will be an added advantage.
- The Procurement Specialist should be computer literate including the use of Microsoft Word and Excel.
DUTY STATION
All the officers under the Great Lakes Trade Facilitation Project will be stationed in Lusaka and will involve frequent travels to identified border sites.
DURATION OF ASSIGNMENT
The assignment shall be for a period of One (1) year subject to extension upon a satisfactory assessment of performance through agreed work plans by the Ministry of Commerce, Trade and Industry.
