The Ministry of Health and Child Care (MOHCC) with support from the United Nations Population Fund (UNFPA) and other UN agencies, through funding from CIDA and Sida is implementing the H4+ project in 6 selected districts (Chipinge, Gokwe North, Hurungwe, Mbire, Chiredzi and Binga). One of the key activities being implemented under the H4+ is the strengthening of the Maternal Death Surveillance and Response (MDSR) including developing an electronic maternal and perinatal death database in the DHIS2 platform.

Position: Database Analyst

Position overview

Under the guidance of the Deputy Director, Health Information and Surveillance, Epidemiology and Disease Control, Ministry of Health & Child Care, the Database Analyst will work hand in hand with the MOHCC Family Health Department and the National ICT Unit during the database development. The database analyst is responsible for effective co-ordination, quality assurance, systems analysis and technical support during the maternal and perinatal database development. He/she will provide support during software development, testing, installation, system auditing, debugging software applications, implementation, training users and solutions, user support guide and training guidelines, identify opportunities that can improve efficiency of business processes; and employ and document approaches to problem solving.

Duties and key responsibilities

The following are the key duties and responsibilities of the Database Analyst: Co-ordinates and facilitates the development and implementation of the database; Develops and co-ordinates new system testing plans to assure that related systems fit user needs and are fully compatible in terms of program/system implementation and maintenance; Develops procedures for using the system and co-ordinates training of users; Monitors overall project plans and ensure deliverables are submitted within the stipulated timelines; Works to ensure system related challenges are addresses and provinces and districts are given timely support to ensure efficient system implementation; Organise and participate in supportive supervision visits to monitor and support implementation, assess equipment, identify challenges and share findings and recommendations to address challenges; Identify opportunities that can improve efficiency of business processes; Advise and recommend work flow changes and change management procedures; Test database functionality and make recommendations for improvement; Identify, improve/create linkages between the various partners and stakeholders in the development and implementation of the electronic maternal death database; Contribute to the quarterly and annual progress reports that include lessons and best practices; Perform any other relevant duties as assigned by the Supervisor

Qualifications and experience

Relevant degree in computer science, information systems or any appropriate discipline; Five (5) years experience in systems analysis/development, design and architecture in a relevant environment; Technical experience in development and maintenance of databases and other application systems, web development, user training and support; Experience and/or knowledge of health systems and health systems strengthening; Knowledge and experience in use of open source software; Knowledge and experience in developing Java, Python, PHP, .net, Android, MS SQL, MySQL, PostgreSQL; Certification in database management will be an added advantage; Willingness to spend considerable time in travel outside Harare; Hands-on experience working with Government structures; Excellent written and spoken English; Proficiency in office MS Office applications (e.g. Word, Excel, PowerPoint)

Duration

One year with possibility of renewal. This will be based on performance i.e. achievement of agreed results, in line with agreed work plan and results.
