Duties

The incumbent serves as Post’s Systems supervisor and bears overall responsibility for the Embassy’s telephone switchboard, radio program, Sensitive But Unclassified (SBU) OpenNet network, Dedicated Internet Network (DIN) computer operations, Audio-Visual (AV) systems, Digital Video Conferencing (DVC) systems, mobile devices, and all other data processing systems and devices.

The incumbent supervises four Computer Management Assistants, one Office Management Assistant and two Switchboard Operators. The Systems Manager reports directly to the Information Management Officer (IMO).

Qualifications and Evaluations

Requirements:
EXPERIENCE: At least three years of progressive work experience in the program, technical or administrative functions with an emphasis on analytical judgmental and expository abilities with respect to operations, management and utilization of computer systems and at least one year IT supervisory experience is required.JOB KNOWLEDGE: Must have a thorough knowledge of the Embassy infrastructure and Embassy network topology; and State Department Regulations and policies related to Information Technology. Must have a thorough knowledge of the management and structure of the local service providers.
Education Requirements:
A Bachelor’s degree in Computer Science, Computer Technology, Information Science, Computer Engineering, or other ICT related area of study is required.
Evaluations:
LANGUAGE: Level IV (fluent) English is required. This may be tested.SKILLS AND ABILITIES: Maintaining operational capability and readiness of the system’s network. Good technical skills to troubleshoot, diagnose, and resolve hardware and software problems to maximize the system’s capability. Good interpersonal skills to maintain two-way communications and promote computer and automation services.

Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Lusaka, Zambia may receive a compensation package that may include health, separation, and other benefits.For EFMs, benefits should be discussed with the Human Resources Office.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
