How can you make a difference?

Under the supervision of the HIV Specialist (Adolescents), the incumbent will provide technical assistance for the design, implementation and monitoring of the Adolescents HIV and gender responsive adolescent sexual and reproductive health (SRH) component of the UNICEF country programme. He/she will has a priority geographic focus on the 11 MDGi districts, but will also provide national level TA support and assistance to the expansion of the Adolescent Health Services Platform (AHSP) beyond the 11 MDGi districts with a priority focus on the adolescent health components of the joint UNFPA-UNICEF supported, DFID funded, MOH MMNCAH+N programme. The position will primarily provide technical assistance to the MOH and its adolescent health partners at national, provincial, and district levels for the effective implementation of the AHSP, under the new MOH Adolescent Health Strategy (2017-2021).  This position will also have a significant focus on supporting field monitoring within UNICEF support districts to ensure expanded programme linkages for the effective integration of gender responsive adolescent HIV and SRH services and the efficient utilization of resources and supplies by the MOH and other key partners.

Key Accountabilities and Duties & Tasks:

Technical Assistance Responsibilities:

  • Work closely with the Ministry of Health, National AIDS Council, and provincial and district health offices to assist in the planning, implementation and monitoring of the Adolescent Health Services Platform components of the National Adolescent Health Strategy.
  • Promote, monitor and assess the implementation by the MOH and partners of integrated approaches to adolescent HIV and SRH service delivery at both facility and community levels.
  • Provided technical support to district, facility and community level health providers, volunteers and partners to promoting health information and demand creation for increased access and utilization of HIV and SRH health services by at-risk adolescents.
  • Provide management and monitoring assistance for the planning, delivery and use of programme inputs for adolescent HIV and SRH activities – cash, supply and technical support – to ensure their appropriate and judicious use to achieve programme objectives.
  • Assist in the development, management and supervision of programme cooperation agreements and other partnership arrangements related to UNICEF’s assistance to the government of Zambia’s adolescent HIV and SRH programming.
  • Support the programming for procurement, distribution and monitoring of supplies related to UNICEF’s assistance to the MOH’s adolescent health activities.
  • Assist the HIV Specialist (Adolescents), with technical inputs to donor proposals, programme management, coordination, reporting and supervision activities.

Qualifications and Competencies of Successful Candidate:

  • Advanced University degree in Public Health or Social Sciences or related field.
  • Knowledge of development issues, policies, as well as community development.
  • Knowledge and experience with adolescent development, sexual and reproductive health and HIV programming
  • Knowledge of programming policies and procedures in international development cooperation
  • Analytical, negotiating, communication and advocacy skills
  • Proven training skills and abilities
  • Good knowledge of computer management and applications

Work experience

  • Minimum of 2 years of progressively responsible experience in adolescent sexual and reproductive health and/or HIV programme management, monitoring and evaluation.
  • Knowledge of the adolescent health and development programming environment and partners.
  • Significant experience working with government and non-government partners at sub-national levels on adolescent health programme implementation.
  • Ability to work in an international and multicultural environment.
