STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree preferably in Supply Chain Management, Engineering,Economics, Business Administration, Logistics, or other related field, or First University degree with additional years of related work experience and/or training/courses.
Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
JOB PURPOSE
To provide analytics and contributions to supply chain activities, or contribute to the planning and coordination of field supply chain operations, to ensure actions are in line with an effective and integrated supply chain approach meeting the food assistance needs of beneficiaries and service provision requirements for partners.
KEY ACCOUNTABILITIES
The Head of Supply Chain, based in Lusaka, will report directly to the Deputy Country Director or Country Director. The incumbent will be responsible for the following duties:
- Contribute to the development and implementation of supply chain plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
- Contribute to planning and implementation of supply chain operations, initiatives and services to ensure a timely, cost-effective and integrated approach and in close cooperation with key supply chain stakeholders.
- Provide leadership through substantive contributions to regional/country context analyses and to the management of end-to-end operational supply chain and retail networks, in support of operational supply chain challenges and operational optimization.
- Ensure timely and appropriate support to quick emergency response activities to deploy food and resources at the onset of the crisis and contribute to emergency preparedness and response planning activities.
- Perform analyses and detailed conceptual work putting together comprehensive reports identifying opportunities for improvement and effective operationalization of supply chain within the area of responsibility.
- Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff for maximizing use of resources and effectiveness of supply chain operations.
- Build and maintain productive partnerships mostly at the operational level and collaborate with counterparts in the key supply chain functions contributing to an integrated supply chain approach to food assistance and cross-functional operational alignment.
- Provide technical contribution to market analysis and supply chain network mapping to inform the selection of appropriate operational modalities to improve supply chain performance.
- Ensure operational awareness and support of supply chain operations, and manage complex supply chain operations, in compliance with the established supply chain strategies, policies, procedures and controls, and following corporate standards, with special emphasis on quality control, loss prevention, risk mitigation and cost effectiveness.
- Ensure the monitoring of supply chain activities to check that appropriate internal controls are followed to increase the day-to-day efficiencies and overall performance of supply chain operations.
- Ensure the integrity of transport information, including commodity tracking in the Logistics Execution Support System (LESS).
- Ensure effective Landside, Transport, Storage and Handling (LTSH) management including project budgetary review and regular LTSH reviews.
- Support or manage procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contracts), following standard processes to contributing to successful procurement of food and non-food commodities or services.
- Ensure management, accountability, transparency and oversight of all service providers/vendors, port, fleet and warehouse operations to promote safe, efficient planning and timely execution of WFP operations.
- Prepare accurate, comprehensive and timely reports, dashboards and other visual materials on supply chain activities including trends to support informed decision-making and consistency of information presented to the stakeholders.
- Support innovation and encourage new ideas and solutions from staff and partners.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Must demonstrate a minimum of 5 years progressively responsible experience at a management/leadership level in supply chain activities.
- Experience coordinating supply chain activities in a multi-cultural environment, with other units/ teams and organizations;
- Experience in working in a transformative environment that is fast paced, often with short deadlines;
- Experience conducting analytical and conceptual work in support of strategy design and implementation;
- Experience in coordinating planning activities that are functionally cross-cutting with multiple partners and stakeholders;
- Experience in analyzing and supporting the implementation of end-to-end supply chain operations;
- Experience working with partners;
- Experience in implementing supply chain improvement initiatives;
- Experience providing leadership and supervising staff
