The University of Maryland (UMB) through its SMACHT project provides  Technical Assistance to the Ministry of Health in all areas of HIV care services in Southern Province of Zambia. UMB seeks the services of a Pharmaceutical Technical Advisor who will complement MOH/MSL efforts to improve data visibility and performance in the distribution of health commodities to health facilities, with a specific focus on HIV related medicines and laboratory products.

Reporting

The Pharmaceutical Technical Advisor will work in collaboration with national, provincial and district health offices and the MSL and manage the support of health commodity planning and supply activities on the SMACHT project. He/she will also coordinate the provision of support to supply and logistics management activities of supported sites, with a focus on HIV health products, and shall report to the Chief of Party-SMACHT

Job Summary

Support the availability, access and use of HIV related pharmaceuticals and health products (PHP) in SMACHT Project focus districts and health facilities. He/she will liaise with MOH/MSL to plan and promote the allocation and delivery of HIV health products to project sites.  The position will coordinate the provision of supportive services of project staff to hubs, districts and lower level health facilities and training of health workers/logistics staff in health facility health product management and rational use

Job Description

In collaboration with MOH, MSL and their partners:

1. Contribute to supply planning to promote adequate provision and procurement of HIV health products (both for laboratory diagnosis and treatment) – i.e. participate in national and regional level quantification and forecasting activities

2. Coordinate and manage SMACHT project contribution to supply activities to ensure compliance with national supply chain strategies and plans and standard operating procedures

3.  Support, participate in and monitor implementation of specific program innovations to improve logistics management information management practices at national, regional, district and health facility levels with a focus on HIV products, e.g. the real-time inventory reporting system and other E-LMIS

4.  Keep project management and MOH/MSL staff abreast with logistics situation at the hub and the health facilities in the region through the provision of regular reports

5.  Ensure that the MOH is regularly engaged on HIV health product logistics management issues, their capacity to monitor and supervise logistics activities is built and that the regional health administrations prioritize strengthening logistics management in their work plans and budgets

6.  Support Logistics Officers at hub level in ensuring commodity security in all supported facilities.

7.  Undertaken any other duties assigned by the Supervisor

Qualifications and Requirements

  • A degree in Pharmacy and Postgraduate degree in Public Health or related field
  • Knowledge of the Zambia health system especially the Zambia National Supply Chain Strategic Plan
  • Have a solid working knowledge of HIV programs and HIV health products
  • 5 years experience working in commodities/drug management preferably on a PEPFAR supported program
  • Ability to form relationships and work closely with national and regional/district level health authorities
  • Demonstrated ability to transfer knowledge through formal and informal training
  • Demonstrated ability to work in a team
  • Excellent computer skills (Microsoft Office Programs – Access, Excel. Word and PowerPoint)
  • Good problem-solving, supervisory, coaching and interpersonal skills
  • Excellent data analysis, presentation, and report writing skills
  • Ability to work independently and with team members and partners at all levels
  • Ability to work under pressure with little supervision
