1. BACKGROUND:
The Feed the Future Southern Africa Seed Trade Project (Seed Trade Project) is a USAID-funded project designed to increase the availability of high-quality seed of improved varieties to farmers in the Southern Africa Development Community (SADC) and to contribute to increased agricultural productivity and improved food and nutrition security.
The Seed Trade Project provides targeted technical assistance to facilitate implementation of the SADC Harmonized Seed Regulations (HSR). The HSR seeks to boost seed trade across the region, integrating smaller and more isolated national seed markets into one, larger SADC market. The Seed Trade Project is part of a regional policy effort to improve agricultural productivity, food security and nutrition in the SADC region, and build resiliency within and between SADC nations dealing with drought, famine, flooding, other devastating weather events, and pest infestation.
2. PURPOSE OF THE ROLE
The purpose of this assignment is to:
- Assist in the overhaul of the SADC Seed Centre website, which will house content pertinent to SADC seed stakeholders. The current site is located here: http://www.sadcseedcentre.com/ ; and
- Assist in the development of the Seed Trade Project website, which will house Project-specific content for the duration of the contract and/or be handed over for continued maintenance by a third party
3. OBJECTIVES AND DUTIES
The Seed Trade Project communications team is currently comprised of one local member of the staff, who works with support from other project staff in Lusaka, Zambia, and a Senior Communications Advisor who typically works remotely out of Nairobi, Kenya. All project team members are based in Lusaka, Zambia and currently working remotely due to the COVID-19 outbreak.
Details of each deliverable are below, including estimated timelines:
SADC Seed Centre Website
The Seed Trade Project, while funded by USAID, works to support the SADC Secretariat. To this end, the Project will be revamping the SADC Seed Centre website, which currently lives here: http://www.sadcseedcentre.com/. In the last year of the Project, we are tasked with site overhaul with more dynamic content.
The SADC Seed Centre website is currently a stand-alone site but will be migrated to the SADC Main Site located here: https://www.sadc.int/. We anticipate that SADC Seed Centre site will be more complex not just with the amount of information, but also functionality. Features will need to include (but are not limited to) the following:
- Database and/or pulling information in from outside databases and visually presenting the content in a user-friendly way
- Interactive maps
- Downloadable PDFs
- Webinars
- Videos
- Success/Impact Stories with photography
- RSS feed to filter relevant news stories
- Search function
- Logos and links to partner pages
- Links to social media channels including a LinkedIn community of practice
- Event pages that can host agendas/programs, RSVPs, etc.
This website will eventually be handed over to the SADC Seed Centre for long-term administration, so a user-friendly CMS is highly recommended, as is collaboration with the Centre’s designated website manager. Additionally, surveys will be deployed to SADC seed stakeholders between June 8 – 12 to solicit their feedback on content they would like to see on the site.
Target Date: October 30, 2020
Assigned LOE: 17-20 days (or 136-160 hours)
Seed Trade Project Website
The Seed Trade Project is in the process of curating and developing content for a project website. Our goal with this site is to make it a repository for Project-related content including (but not limited to) the following:
- Promotions
- Downloadable files (PDFs, JPGs)
- Fact Sheets
- Brochures
- Training Manuals
- Guidelines
- Videos
- Photography
- Relevant News
- Webinars (with accompanying transcripts)
- Calendar of Events
- Event Information and RSVP pages (for In-person and Virtual Events)
- Issuu-based Look Book
The Seed Trade Project website will be led by the Chief of Party or his designate, including planning, content development, clearances and some implementation and administration of the CMS. The Project has identified either WordPress or Wix as possible platforms and has confirmed that the URL “ftf-seedtrade” is available for purchase. Please note: Neither no Seed Trade Project Staff are web designers nor web developers, so we will require some assistance to implement the site in addition to web design. Due to limited resources, we are looking to keep this website streamlined, easy to maintain and relatively simply.
Target Date: August 20, 2020
Assigned LOE: 6-8 Days (or 48-64 hours)
4. DELIVERABLES:
- Mock-ups of 2-3 options for creative direction for the SADC Seed Centre website
- Mock-up of 1-2 options for the creative direction of the Seed Trade Project website
- Final SADC Seed Centre website
- Final Seed Trade Project website
Please assume both website will need to follow branding and marking guidelines. For the Seed Trade Project, Feed the Future and USAID branding will apply. For the SADC Seed Centre, SADC branding will apply with credit to support from USAID through its Feed the Future Southern Africa Seed Trade Project. All photography and content will be provided by the Seed Trade Project.
5. REPORTING AND PLACE OF PERFORMANCE
For day-to-day activities, the Web Designer will report the Chief of Party of his designate. The consultancy is not dependent on location, although an Africa-based freelancer is preferred for communication and workflow purposes.
6. LEVEL OF EFFORT (LOE)
The assignment anticipates up to 25 days of LOE to develop creative concepts, close collaboration with the website producer and developer on implementation, and quality assurance checks prior to website launch. The focus and majority of LOE should be allocated to the SADC Seed Centre website. The Chief of Party or his designate.
7. QUALIFICATIONS
- Five to ten years of relevant work experience;
- Strong creative with firm understanding of user-experience best practices;
- Experience working on U.S. Government contracts, including 508 compliancy requirements;
- Experience working with USAID or other multinational entity, preferred;
- Experience working with culturally diverse teams;
- Degree in a relevant discipline such as graphic design, visual arts, marketing, and/or mass communications.
