OBJECTIVES OF THE PROGRAMME :

  • Provide lead technical support to the Ministry of Health , Community Development Mother and Child Health and relevant partners in an effort to fight HIV/AIDS
  • Lead and coordinate the health sector response to the HIV pandemic, focusing on the highest impact interventions that can be delivered through health and related community-based services .
  • To take the lead on the priority areas of HIV treatment and care, and HIV/tuberculosis co-infection , and jointly coordinate with other partners the work on prevention of mother-to-child transmission of HIV.
  • To enhance action to contribute to the implementation of the Global health sector strategy on HIV for 2011-2015 .
  • Wider strengthening of Health systems, and strengthening partnership/collaboration among the different players­ government , partners and civil societies

Description of duties:

  • Under the general guidance of the WHO Representative; The incumbent will be the focal point for the HIV/AIDS programme at the WCO . He/she will provide lead technical support to the MCDMCH and MoH in order to achieve the national programme and WHO objectives
  • Provide technical assistance and programmatic support and strategic guidance to Ministry of Health and relevant partners on the implementation of evidence base
  • HIV- PMTCT, MC, TB/HIV , HTC, ART and other priority activities in line with national guidelines and WHO Standards ;
  • Assist in planning , implementing and monitoring of HIV activities , conduct evidence based advocacy and policy dialogue ;
  • Support coordination of HIV activities , promote synergy , effective communication and strengthen collaboration relationships and partnerships between other UN agencies , other stakeholders and donors involved in HIV activities ; participate in the UN Joint Team on HIV and AIDS and provide technical leadership on HIV activities to ensure coherence of UN support ;
  • Assist development of national institutions for delivering high quality integrated HIV programmes ; assist the Ministry of Health in capacity building; identifying specific training and logistic needs to be addressed to improve HIV activities; support the planning and implementation of relevant training activities regarding PMTCT, MC, TB/HIV , HTC, ART and other national HIV key priority areas .
  • Facilitate the timely exchange of data and technical information regarding HIV activities and support the coordination of Operational Researches (OR) for HIV and create organisational knowledge by evaluating programmes and designing research where relevant;
  • Support the mobilisation of resources to maximise development of sustainable HIV response.
  • Perform any other duties as assigned by WR.

REQUIRED QUALIFICATIONS

Education:

Essential: Doctor of Medicine

Desirable: Post Graduate Degree in Public health

Skills:

Functional Skills and Knowledge:

Significant knowledge and experience in HIV/AIDS programmes including basic epidemiological skills and analysis and interpretation of data; supervision and Monitoring and evaluation and skills in developing guidelines and proposals. Publication in peer review journals will be an added advantage.

Other Skills (e.g. IT):

  • Excellent knowledge of Microsoft applications( e.g. Excel, Word , Power Point, etc) with an emphasis on Excel or a similar workbook application .

Experience:

  • A minimum of 3 years experience in the implementation and monitoring of HIV activities
  • Work experience with UN agencies is an asset

Languages:

Excellent knowledge of English or French , with the ability to work in the other languages. Knowledge of local language(s) or other UN languages is an added advantage
