NATIONAL PROFESSIONAL OFFICER ANTENATAL CARE (ANC) – SPECIAL SERVICES AGREEMENT
The World Health Organization (WHO) office in Zambia wishes to recruit a suitably qualified, experienced, capable and self-motivated individual to fill the position of National Professional officer Antenatal Care (ANC).
BACKGROUND
As part of the continuum of care, antenatal care (ANC) is a critical time for women, babies, families and communities. However: as a platform to provide integrated, quality services for women, it has not been utilized efficiently and effectively. On 7 November 2016, the World Health Organization (WHO) released comprehensive recommendations on routine ANC for pregnant women and adolescent girls. Using an integrated service delivery approach, the guideline created a momentum for Zambia to re-align the health systems ‘to provide pregnant women with respectful, individualized, person-centred care at every contact, with implementation of effective clinical practices (interventions and tests), and provision of relevant and timely information, and psychosocial and emotional support, by health providers with good clinical and interpersonal skills within a well-functioning health system’. Therefore, this new guideline provides a great learning and implementation opportunity to better design and improve ANC services to strengthen health systems. This will also improve quality of care, thereby improving outcomes for mothers and babies.
TITLE: National Professional Officer Antenatal Care (Special Services Agreement)
GRADE: NOC CONTRACT DURATION: Two years
DUTIES:
DUTY STATION: Lusaka
Under the supervision of the Country Representative and guidance of National Professional Officer, Making Pregnancy Safer, the incumbent will be responsible for supporting the following activities, in coordination with MoH, WHO country office and implementation research partner:
Year 1
- Development of monitoring and evaluation tools which the incumbent will employ regularly
- Support the team (WHO & implementation research partner) to train health care providers in all research sites
- Support the team to ensure the availability of equipment including ultrasonography machines and commodities including screening and diagnostic pregnancy tests (Hb, syphilis, HIV and Multisticks)
- Support efforts to cost all activities related to the implementation research study and the country-specific ANC package of interventions
- Support the review of health information system needs including related to digital health and ANC monitoring framework
- Support communication between MOH and local technology partners
- Any other activities as required by the study
Year 2: Once research has begun the staff will be responsible for supporting the following activities, in coordination with WHO country office & implementation research partner:
- The individual will work as a part of a team of staff and programme managers dedicated to the improvement of global sexual and reproductive health and improving quality of antenatal care. Conduct joint supervision and monitoring activities, including providing skills training for health workers at research sites, as necessary
- Ensure supplies and equipment are available and functional at sites and support the coordination of stocks, repair or replacement of equipment
- Liaise between MOH, WHO and Population Council to ensure successful completion of research study and project deliverables
- Support the continued national and WHO ethical processes and ensure that study is conducted in alignment with board’s recommendations
- Support MOH and WHO in preparing plans for national scale up
- Any other activities deemed necessary by the consultant’s supervisors
FUNCTIONAL SKILLS
- Clinical experience in antenatal care service provision (e.g. nursing, midwifery or obstetrics/gynecology) and a master’s degree in public health, epidemiology, or other related field,
- Health Management information System and implementation of reproductive and maternal health programmes at national and subnational levels, with experience in supervising health workers,
- Excellent communication and writing skills.
- Familiar with MOH procedures especially with regards to research, and related requirements (i.e. ethical guidelines requirements).
- Capacity to efficiently meet deadlines and produce results,
- Knowledge and experience with digital health/innovations, either research or implementation in local setting
QUALIFICATIONS:
Essential: Degree in medicine or Nursing
Desirable: Master’s degree in Public Health, Obstetrics, Nursing or other related fields
EXPERIENCE:
Essential: At least five years of experience in maternal and reproductive health policy and programme implementation, research and research management
Desirable: Clinical experience in antenatal care service provision and programming (Nursing, midwifery, obstetrics/gynecology)
LANGUAGES
Excellent knowledge of both written and spoken English.
OTHER SKILLS:
Strong oral and written communication skills, good interpersonal skills and ability to work in a multicultural environment. High sense of responsibility, efficient, reliable, result-oriented and intuitive. Excellent organizational skills. Ability to work in a team and dedication to collaboration. Advanced command and proficient knowledge of MS Office and related applications (Word, Excel, Access, PowerPoint, etc.).
