World Vision Zambia Job Vacancy: Project Finance Director

Major Responsibilities

  • The Finance and Administration Director will be responsible for overseeing the financial performance of Stop GBV II project and other operational and administrative duties
  • Provide leadership in developing tools for successfully administering the grant budget and providing financial analysis of the project performance to inform decision making on best use of resources
  • Supervise all grant and contract management and reporting financial performance in adherence to USAID requirements by preparing sound budgets, monitoring project expenses, and ensuring timely preparation financial reports
  • Supervise the implementation of financial policies and procedures to ensure compliance to generally accepted accounting principles, World Vision standards, government and other donor regulations
  • Ensure that financial management systems and records are effective and robust in order to identify and protect the assets and interest of the project
  • Consolidate cash flows, reporting templates, financial plans and amendments throughout the project life
  • Ensure vendors, partners and other actors are timely paid
  • Coordinate multi-year financial planning and annual budgeting and allocation process by providing support and analysis of financial data and organizing the monthly and year-end reconciliation process
  • Generate timely and accurate financial reports in line with grant and donor requirements
  • Provide ad-hoc reports that may be required by management or donor
  • Maintain proper accounting records
  • Review and monitor budget to support financial stability, efficiency and value for money. Analyze spending trends and provide recommendations to team leaders and field colleagues on areas with significant over- or under spending
  • Follow-up timely implementation of recommendations to remedy significant variances and prepare budget amendments based on performance and currency fluctuation
  • Oversee financial aspect of sub-grant tracking, ensuring forward planning and preparation for timely donor reporting
  • Review all grant financial reports from grant sub-recipients, ensuring compliance
  • Prepare the project for both internal and external audits, by ensuring adequate filing system for all financial and accounting deliverables, including grants agreements, grants modifications letters, financial reports etc and ready for audit
  • Ensure timely resolution of internal audit results/recommendations
  • Facilitate training sessions on topics such as grants management, general accounting, internal controls and administrative systems, as well as sector-specific topics to staff as needed and assisting staff and sub-grantees in interpreting regulations to ensure compliance
  • Undertake periodic visits to the field in order to support and put forward recommendations for improvement where appropriate
  • Organize for peer reviews amongst finance personnel, including sub-agreement partner, and draw lessons learnt to improve financial oversight

Qualifications

  • A degree in finance or accounting
  • Technical Training qualifications required: Professional qualification in accountancy, such as ACCA, CPA, or CIMA
  • Must also be registered with the Zambian Institute of Chartered Accountants (ZICA)
  • Experience: Five (5) or more years’ experience in finance/accounting role preferably with an international NGO
  • Demonstrated in-depth knowledge and experience developing and managing large grants, with preference for previous experience with USAID financial management rules and regulations
  • Proficiency in Microsoft Excel required
  • Experience in use of Sun System desired
  • Strong coordination/negotiation skills specifically with the ability to effectively coordinate among internal and external stakeholders
  • Ability to work towards tight reporting deadlines as required
  • Strong analytical, interpersonal, communication and organization skills
  • Demonstrated experience working with Zambian government, especially Ministry of Community
  • Development, Mother and Child Health (MCDMCH) is desirable

  • Attend and participate/lead in daily devotions and weekly Chapel services
  • Perform other duties as required

  • Work environment: Office-based with frequent travel
  • Travel: 60% Domestic/international travel is required
