CONSULTANCY SERVICES FOR END OF PROJECT EVALUATION

Sida Regional Energy and Miombo end of Project Evaluation and CSO Capacity Building

EXPRESSION OF INTEREST

MEDIUM TERM CONSULTANCY SERVICES FOR END OF PROJECT EVALUATION OF THE SIDA REGIONAL ENERGY AND MIOMBO PROJECTS; AND CAPACITY BUILDING SUPPORT FOR CSOs UNDER THE SIDA CSO LEADING THE CHANGE: RIGHTS AND ENVIRONMENT PROJECT

The World Wide Fund for Nature (WWF) is one of the world’s largest independent conservation organizations with a global network in over 100 countries. Our mission is to stop the degradation of the planet’s natural environment and to build a future in which humans live in harmony with nature.

Summary of consultancy

WWF Zambia with support from WWF Sweden (Sida) implemented a regional project between 2014 and 2017 focusing on;

  1. Supporting access to alternative clean and affordable energy for peri urban households in Lusaka (Matero Compound) through the promotion of improved cook stoves and biomass briquettes for cooking. The project was supported through partnership with the Network for Environmental Concerns (NECOS) a national CSO based in Lusaka and Emerging Cooking Solutions (ECS) a private company based in Lusaka.
  2. Access to clean and affordable energy for per urban households in the City of Livingstone through promotion of locally produced clay improved stoves and partnership with Caritas Livingstone and;
  3. A Bangweulu Eco Region Miombo project aimed at addressing different conservation issues such as freshwater, forests, protected area and livelihood as they relate to sustainable forest management in the Bangwuelu Basin in Chief Chiundaponde’s area in partnership with Caritas Mpika.

At the end of 2017, these projects came to an end and a phase out project (2018-2019) is currently in place to support the three CSO partners sustain their interventions and move on. The current phase out project has the following outcomes;

Medium-Term Outcome 1: Civil society are key actors in influencing planning, decision-making, and good governance of natural resource.

Short-term Outcome 1: CSO institutional and technical capacity is enhanced for sustainability

Outputs: 1.1    Institutional capacity assessments undertaken; 1.2 Capacity building plans developed and implemented; 1.3 Financial management and resource mobilization skills developed.

Medium-term Outcome 2: Communities influence policy and decision-making processes for improved rights to and management of NR and optimize the benefits that derive from those resources in a sustainable way

Short-term Outcome 2: CSO capacity for fundraising is enhanced

Outputs: 2.1 Each partner CSO has developed and submitted at least two proposals to several potential donors; 2.2 One joint proposal is developed and submitted to several donors

Short-term outcome 3: Lessons learnt from the 2014-17 Sida ROA Energy and Miombo project are documented, shared and used for program development.

Outputs: 3.1 End of project evaluation undertaken; 3.2. Lessons identified, documented and shared; 3.3 Evaluation of phase out strategy undertaken

Assignment Essential Tasks

1: End of project Evaluation

Evaluation and review of the Sida Regional Energy and Miombo project in Lusaka, Livingstone and Mpika in terms of the following;

  1. Quality and relevance of design
  2. Effectiveness
  3. The efficiency of planning and implementation,
  4. Project Outcomes and Impact,
  5. Prospects for projects sustainability, and
  6. Discussion of lessons learnt, conclusions and recommendations

2: Capacity Building to CSOs supported under the phase out project 2018-2019

  1. Undertake institutional and technical capacity assessments for the three CSO partners; Caritas Livingstone, Caritas Mpika and NECOS
  2. Agree on capacity needs and develop capacity building plans
  3. Undertake capacity building training over time
  4. Support each CSO to develop and submit a bankable proposal
  5. Support the three CSO to develop and submit a joint proposal
  6. Support in identification of potential donors and contacts for the developed respective proposals

Consultant’s Minimum qualifications required:

  • Experience and demonstrated capacity in handling similar assignments undertaking evaluations and capacity building
  • Good working knowledge about the role of energy and natural resource management (NRM) in socio-economic development, food and income security as well as conservation
  • Good understanding of the local context including the interface between energy, NRM and development. Environment mainstreaming in projects/ programmes would be of added value.
  • A minimum of 5 years professional experience
  • A Bachelors’ degree in a relevant field including, natural resources management, agriculture, environmental engineering or any relevant field for the Lead Consultant. A Master’s degree will be an added advantage

Expected Deliverables

  1. End of project evaluation report detailing the issues itemised in 1 above
  2. In line with section 2 above;
  • A capacity assessment report, detailing the capacity gaps, agreed capacity development priorities and plan; materials for capacity building.
  • A capacity building/ training report for all CSOs
  • One bankable project proposal each for Caritas Livingstone, Caritas Mpika and NECOS
  • A joint bankable proposal for the three CSOs

Duration of the Assignment

The first phase of the assignment is 60 working days and should start with the end of project evaluation and capacity needs assessments immediately following contracting. After the evaluation and capacity assessments; the consultant is expected to undertake CSO capacity building over a period of 4 months to end of April 2019. The assignment is expected to be extended into phase two (June to December 2019) depending on performance during phase one.
