CALL FOR CONSULTANCY

WWF Zambia is seeking the services of an experienced team of consultants to conduct a socio economic baseline study   using a sample of the 1500 beneficiaries identified for the Zambian Climate Smart Agriculture and Seed production component of the project which is being implemented in the Silowana complex. 

WWF Zambia with funding from EU will be implementing a 3 year Action (project) entitled “Strengthening Community Law Enforcement and Sustainable Livelihoods in Kavango Zambezi TFCA (KAZA). The Action’s overall objective  to promote  long-term sustainable ecosystem management and sustainable livelihood approaches among local communities that contribute to the reduction of illegal killing and trafficking of wildlife, especially elephants, in KAZA TFCA,.

OBJECTIVE OF THIS ASSIGNMENT

The objective of this assignment is to perform a comprehensive socio economic baseline in and around the following village clusters also known as Village Action Groups

  • Sesheke District: Mbala, Imusho, Kapau, Ngwezi
  • Sioma District: Sikuka, Kaanja, Nalwashi (Nangweshi), Sipanagule, Sinjembela and Lyammbangu

The specific objectives are:

  • Conduct baseline study that would set the basis for measuring progress and impact of the project on the livelihoods within the project areas by looking at various indicators of livelihoods such as household demographics; access to land; agricultural input use and crop production; livestock production , decision-making process in farming; capital assets; consumption patterns,  livelihood strategies as well as household vulnerability .
  • Evaluate target Household’s involvement in other nature based livelihoods activities and potential non- agricultural livelihood options available in the project area.
  • Determine the base line status of the  Seed industry in the project area including key players, current production levels, in seed delivery pathways
  • Assess socio-cultural factors likely to influence development and uptake of proposed activities

MAIN TASKS FOR THIS ASSIGNMENT

  • Review existing data and information on crop production, marketing, distribution, storage and consumption, in target areas.
  • Development of survey tools
  • Recruit and train enumerators for the field work.
  • Collect primary data using various participatory data collection methodologies and covering a wide range of stakeholders in the cowpea value chain.
  • Undertake digital mapping of all the households visited during the survey.
  • Prepare and submit a final report of the baseline survey, incorporating recommendations on the best approach towards to enhance adoption and economic gains

QUALIFICATIONS

  • The lead consultant should possess a minimum Master degree in Agricultural Economics, Development Studies, Social Work or any other related field.
  • Diverse understanding and clear knowledge of agricultural production and challenges in the Zambian context.
  • Extensive experience in carrying out complex agricultural and livelihoods based field based surveys.
  • Experience in qualitative and quantitative data collection analysis using statistical software.
  • Capacity to use GIS applications for mapping purposes.
  • High degree of independence, flexibility, and ability to meet strict deadlines.
  • Excellent communication and writing skills.

  • Capacity statement
  • Demonstrated understanding of the terms of reference
  • Proposed methodology and tools to be used
  • A detailed work plan
  • A detailed financial proposal, clearly stating the assignment costs and justifications
  • CVs of principal consultants and team members stating their availability
  • Two reference letters from recent clients with contact details of the referees.

The time period to complete this assessment begins no later than 26th November 2018 and ends on 15th February 2019
