Youth Training & Employment Specialist, Short-Term Consultant, EMPOWER Zambia

LOCATION: Chipata, Zambia

DURATION: Up to 105 days LOE (21 weeks) between on or around March 20, 2020 and July 31, 2020

PROJECT SUMMARY:
Winrock International, in partnership with Panos Institute of Southern Africa (PANOS) and in collaboration with the Ministry of Labour and Social Security, is implementing the Increasing Economic and Social Empowerment for Adolescent Girls and Vulnerable Women in Zambia (EMPOWER). EMPOWER is a four-year (2016-2020) project funded by the United States Department of Labor (USDOL). EMPOWER will provide 2,500 adolescent girls with relevant skills and access to acceptable work, help 1,500 vulnerable women access livelihood opportunities, and increase understanding of acceptable work and gender equality by 1,000 men in Eastern Province, Zambia.

POSITION SUMMARY:
The Youth Training & Employment Specialist (YTES) Consultant will be responsible for maintaining the technical quality and delivery of our results-oriented project activities and helping to manage the outcomes of the technical, vocational and entrepreneurial training interventions with a specific focus on adolescent girls and vulnerable women.

The EMPOWER project is in its final year of operations. As such, the consultant will also support project activities to link EMPOWER’s trained adolescent girls and vulnerable women with public and private sector partners that can provide additional and ongoing support as they launch their business ventures and seek acceptable work.

The responsibilities, duties, and qualifications are described below.

SPECIFIC RESPONSIBILITIES:

The YTES Consultant will work closely with the Project Director and the Community/Business Development and Livelihoods (CBDL) Specialist to oversee the implementation of the REAL (vocational and entrepreneurial) course follow-up/mentorship phase. S/he will also liaise with public and private sector partners to facilitate support linkages and opportunities for the adolescent girls and vulnerable women, including documenting success stories that depict the impact or results of the EMPOWER project interventions on project beneficiaries. Specific responsibilities are as follows:

  • Manage programmatic activities concerned with training and employment opportunities, income generation programs/opportunities, and youth entrepreneurship and internships.
  • Continue implementation of the youth training and employment work plans/targets, training materials, budgets, and reports
  • Coordinate strategy and activities with implementing partners and national and local government authorities involved in and responsible for education and economic development
  • Support and mentor EMPOWER technical and vocational/entrepreneurship trainers and facilitate connecting adolescent girls and vulnerable women to market opportunities and networks.
  • Manage the adolescent girls school referral tracker and all other existing training-related trackers
  • Work closely with project monitoring and evaluation staff on data collection to measure impacts as well as track project graduates and employment opportunities
  • Work closely with Education District Coordinators (EDCs) and CBDLS to document monthly success stories and reports on progress of activities for each cohort
  • Support the implementation of the project close-out strategy in relation to the adolescent girls and women and assist in managing community expectations during the close-out phase.
  • Provide all data requirements to the project’s monitoring and evaluation department as required.

KEY DELIVERABLES

  • Provide written weekly updates to EMPOWER Project Director
  • Provide technical inputs for the EMPOWER April Technical Progress Report (TPR) by April 15, 2020
  • Final Consultant Report by July 31, 2020

QUALIFICATIONS/REQUIREMENTS

  • Degree/Masters in education, project management, development studies, business development /administration or any other relevant discipline
  • Minimum of five years relevant experience in curriculum development; training programs, stakeholder engagement; or linking vulnerable groups to entrepreneurship, business, and further training opportunities
  • Experience working with networks of vocational training associations, employers’ organizations, trade unions, and/or government agencies on issues related to employment opportunities for at-risk youth.
  • Understanding of labor issues and local labor regulations, including those related to securing non-hazardous, non-exploitative employment opportunities for youth of legal working age.
  • Relevant experience working with international & local NGOs or other development partners
  • Proven track record of writing high-quality reports and documenting success stories that meet donor requirements
  • Experience working with and building the capacity of vulnerable youth
  • Excellent problem-solving skills and ability to meet deadlines.
  • Ability to work independently with minimal supervision.
  • Excellent writing and communication skills
  • Good command of English (both oral and written). Proficiency in Chewa/Chinyanja is preferred
  • Proficiency with Microsoft Word, PowerPoint, and Excel
