Project Background:

Zambia Centre for Communications Programme (ZCCP) is a not-for-profit, locally based multi-media communications organization, which uses the power of the mass media (radio, TV and print) and social mobilization to reach the Zambian population and to affect social and behavior change.

ZCCP uses a rigorous formative research process to generate appropriate edutainment content relevant to health and development priorities in Zambia. At the community level we work with girls, boys, women, men, persons with disabilities, key and priority populations. At the policy level, we work with the National Assembly of Zambia, the House of Chiefs and other Traditional Leaders, Religious Leaders and various government ministries and the National AIDS Council.

Location: Lusaka, Zambia.

Objective: The Finance Officer (FO) will help the ZCCP Finance team ensure that project financial transaction documentation is complete, accurate and that travel, business, sub partner advances, payments requests and advance retirements are timely processed and meet ZCCP policies, procedures, donor and statutory requirements.

Tasks and Responsibilities:

  • Receives and reviews (for completeness and accuracy) all incoming advance requests, transfer requests, employee expense reports, and invoices from the procurement department.
  • Ensures the integrity of all documentation including requests, receipts, invoices, expense reports and cash disbursement vouchers.
  • Review financial transactions.
  • Prepares required documentation for submission to Grants Manager for final review and approval before entry into ZCCP’s Financial Accounting System;
  • Maintains a good knowledge, understanding and enforcing of all policies and procedures as set forth in the ZCCP Country Operations Policy Manual.
  • Ensure timely and accurate monthly receivables and payables reconciliations performed, verified and approved by Grants Manager and Senior Finance and Administration Manager respectively.
  • Prepare accurate & timely monthly Projects bank reconciliations and ensure monthly reconciliations are verified, dated and approved.
  • Under take quarterly sub-recipients desk reviews and report on findings to the Grants Manager.
  • Provide timely written feedback to all staff on employee expense reports and payment requests review queries.
  • Participate in the annual internal control reviews and assist in the implementation of recommendations as directed.
  • Make recommendations for the improvement of ZCCP financial workflows and field financial procedures to improve efficiency.
  • Perform bi-annual assets and inventory verification. Regularly record and update the fixed assets register and contribute to the ZCCP annual assets replacement plan.
  • Prepare timely, quality and accurate project reports in line with grant requirements.
  • Assists with data entry into the Pastel Evolution accounting software.
  • Participate in audit preparation, donor reviews and implementation of recommendations as directed.
  • Performs other financial tasks assigned by the Finance Team which are consistent with his/her qualifications, this Scope of Work and the general requirements of the project.

Reporting and Supervision:

  • The Finance Officer-Southern Region will be based in Lusaka and will report to the Grants Manager.

Qualifications:

  • A. Degree in Accounting, ACCA Part II, or CIMA equivalent.
  • At least five (5) years previous experience in accounting or financial management.
  • Experience working with NGOs or donors, such as USAID-funded projects (preferred).
  • No prior legal convictions for fraud or theft and no prior terminations for cause from a prior employer.
  • Experience using Microsoft Excel (required)
  • Experience using Pastel Evolution Accounting software.
  • Demonstrated honesty, trustworthiness initiative and self-motivation in handling all assigned tasks.
  • Fluency in English is required.
  • Membership with Zambia Institute of Chartered Accountants (ZICA)preferred.
