Zambia Centre for Communications Programme (ZCCP) is a not-for-profit, locally based multi-media communications organization, which uses the power of the mass media (radio, TV and print) and social mobilisation to reach the Zambian population and to affect social and behaviour change.

ZCCP uses a rigorous formative research process to generate appropriate edutainment content relevant to health and development priorities in Zambia. At community level we work with girls, boys, women, men, persons with disabilities, key and priority populations. At policy level, we work with National Assembly of Zambia, House of Chiefs and other Traditional Leaders, Religious Leaders and various government ministries and National AIDS Council. ZCCP is looking to recruit for the following position:

Job Title: Senior Finance and Administration Manager (SFAM) – (1)
Station: National Office (Lusaka)

Reporting lines: Executive Director.

The Senior Finance and Administration Manager (SFAM) is responsible for compliance with USAID Financial guidelines and the overall financial administration of the USAID Stop GBV project, including: administration of project operations, forecasting and tracking field office expenditures, and overseeing daily financial management.

Main Duties and Responsibilities

  1. Supervise day to day running of finance and administration departments for ZCCP
  2. To provide advise to the Executive Director in all aspects of finance, administration and Human Resource management with specific assigned responsibility from time to time to meet donor expectations and smooth running of the organization.
  3. Provide strategic financial and administration support to the Board
  4. Provide financial, administration and human resources technical advice to ZCCP management team.

Key performance areas:

Finance

  1. Develop and maintain sound financial management systems in line with USAID rules and regulations, accounting best practices and ZCCP policies and procedures
  2. Lead the development, monitoring, and review of project budgets in line with national laws, donor regulations and corporate policies
  3. Produce budget projections and reports for submission to USAID and ZCCP
  4. Review financial analysis and budget vs. expense reports to determine reasonableness of variances and take appropriate actions as required
  5. Maintain regular communications with the senior management team providing relevant and timely financial information for planning and decision-making purposes
  6. Oversee financial audits
  7. Negotiate with vendors for best terms for procuring goods, supplies and services in compliance with USAID and ZCCP policies and procedures
  8. Maintain a perfect audit trail and audit follow up on audit findings.
  9. Develop audit response action plan and resolve audit queries within three months after release of audit report and have it cleared by Board Finance and Programmes Committee.
  10. Oversee the procurement committee to ensure adherence to government, donor and ZCCP regulations.

Human Resources

  1. Oversee Operations and Administration staff, ensuring that functions are performed timely and accurately
  2. Lead recruitment, orientation and training of new administrative or accounting staff
  3. Ensure implementation of and adherence to ZCCP Human Resources policies including compliance with Zambia labor law
  4. Uphold, safeguard and promote the organization’s values and philosophy relating particularly to ethics, integrity, sustainability and organizational responsibility
  5. Oversee and promote corporate image and integrity by ZCCP staff.
  6. Coordinate with programmes department in staff planning and placement.
  7. Coordinate staff recruitment processes and orientation.
  8. Process staff contracts annually and coordinate development of Job Descriptions
  9. Lead staff probation reviews when required.
  10. Lead, plan and coordinate biannual performance appraisals.
  11. Maintain detailed staff files as prescribed in the ZCCP Human Resource Policy.
  12. Constantly guide and share ZCCP policies with staff.
  13. Ensure that human resource procedure and policies are compliant with legislation and are acted upon in good time.

Management

  1. Presentation of ZCCP financial, administration and human resources state of affairs every last Thursday of the month during management meetings.
  2. Present financial risk analysis every last Thursday of the month during management meetings.
  3. Look out for resource mobilization opportunities in multimedia.
  4. Participate in organization strategic planning and reviews.

Programmes

  1. Reconcile finance activity report with field programmes activities with the programmes department on a monthly basis.
  2. Coordinate with Programmes department through monitoring and evaluation unit preparation of the annual PEPFAR Expenditure Analysis and upload on the PROMIS Database.

Administration

  1. Coordinate preparation of organization contracts and submitted for reviews by the board legal committee.
  2. Sequentially file all contracts for easy access and retrieval.
  3. Custodian of ZCCP Assets and Seal.
  4. Generate and build project document files that are donor specific.
  5. Coordinate and monitor time management for ZCCP operations and adherence to donor regulations.
  6. Coordinate provision of security and safety at the office.
  7. Coordinate 3rd generation backups for all departments on a monthly basis.
  8. Share policy updates with the board on a quarterly basis.
  9. Submit statutory annual reports to ZRA and Registrar of NGOs.
  10. Inviting biannually the Finance Board Sector committee to review finance operations at ZCCP.
  11. Any other duties as may be assigned.

Knowledge, skills and experience required

  1. Bachelor’s degree in accounting, finance, business administration or other relevant field. Master’s degree will be an added advantage.
  2. At least 8 years of experience in financial analysis, financial reporting, cash flow analysis, budget development and forecasting on donor-funded projects
  3. Expertise in USAID rules and regulations and financial management and reporting required
  4. Experience developing and implementing finance and accounting policies, procedures and systems
  5. Familiarity with local tax requirements preferred
  6. Excellent analytical and computer skills, with strong experience in Excel and PASTEL and Dove Payroll
  7. Well-developed and effective organizational skills, including the ability to multi-task and work in a high-pressure environment
  8. Demonstrated experience interacting with government agencies, civil society counterparts, and international donor agencies
  9. Previous direct supervisory experience of professional and/or support staff
  10. Excellent verbal, written, interpersonal, and presentation skills in English
