The Public Service Commission invites applications from suitably qualified serving officers to fill vacant positions of Director and Human Rights Analyst in the Ministry of Justice.
(1) JOB TITLE : DIRECTOR (1 VACANCY)
SALARY SCALE : M
DEPARTMENT : GOVERNANCE
DUTIES AND RESPONSIBILITIES:
The successful candidate will be reporting to the Permanent Secretary (Administration) and shall be responsible for:-
(a) Managing, coordinating and monitoring initiatives relating to improved governance in National Development Plans;
(b) Managing the sector wide approaches for inclusive Governance policy;
(c) Coordinating governance initiatives by providing technical secretariat services and advice;
(d) Ensuring that relevant research studies are commissioned and the information published and disseminated; and
(e) Ensuring that there are effective Monitoring and Evaluation Systems and linkages amongst the governance sector institutions in order to determine the degree to which planned governance programmes are being realized.
QUALIFICATIONS
(i) The candidate must be age of thirty-five (35) years or above;
(ii) He or she must have:-
· A Full Grade Twelve (12)/Form 5 School Certificate with a minimum of five (5) ‘O’ Level Credits including English Language and Mathematics;
· Bachelor’s Degree in Social Sciences or equivalent;
· Masters Degree in relevant field will be an added advantage;
(iii) Five (5) years working experience with government institutions and international donors.
2. JOB TITLE : HUMAN RIGHTS ANALYST (1 VACANCY)
SALARY SCALE : L
DEPARTMENT : GOVERNANCE
DUTIES AND RESPONSIBILITIES
The successful candidate will be reporting to the Democratization Specialist and will be responsible for:-
(a) Coordinating and monitoring the country’s democratization and human rights processes;
(b) Promoting the rule of law and equality of opportunity for all persons;
(c) Facilitating observance and respect for Zambia’s human rights commitments under the United Nations, African union and sub regional groupings;
(d) Promoting adherence to the doctrine of separation of powers amongst the three organs of the state;
(e) Coordinating sector wide approaches for governance institutions in implementing the new Constitution;
(f) Promoting broad based participation in national democratic processes; and
(g) Promoting a framework for public participation and awareness especially for vulnerable women and children.
QUALIFICATIONS
(i) The candidate must be age of thirty (30) years;
(ii) He or she must have:
· A Full Grade Twelve (12)/Form 5 School Certificate with a minimum of five (5) ‘O’ Level Credits including English Language and Mathematics;
· Degree in Law, Human Rights, Public Administration, Economics, Planning or other relevant degree;
· Masters Degree in Law, Human Rights, Public Administration, Economics, Planning or other relevant degree will be an added advantage;
(iii) Three (3) years working experience with government institutions and international donors.
