A.  JOB TITLE:  MANAGER – HUMAN RESOURCE AND ADMINISTRATION, ZPPA 03/1

1.0 PURPOSE

To carry out policies relating to all phases of Human Resources and administration activities, in order to promote good work environment and ensure proper, efficient and effective management service delivery.

2.0 STATEMENT OF MAIN DUTIES

2.1  The role among others involves assisting the Director – Human Resources and Administration in the formulation of policy, direction and coordination of administration and human resources of the management of the authority.It also involves the effective coordination and supervision of subordinate staff, to ensure efficient service delivery.

2.2 Assists superior with the formulation, developing and implementing of human resources and administration policies and procedures, advising both management and members of staff on labour laws, human resources management policies and procedures in order to create a conducive working atmosphere in the institution in attaining the set objectives.

2.3 Liaises with Departmental Heads and superior on the recruitment of staff to fill vacant positions whenever required, and on staff development matters to ensure recruitment of the right caliber of staff. Plans and conducts new employees’ orientation to foster positive attitude towards organizational goals.

2.4 Assists in preparation of separation notices for employees leaving the Institution and conducts exit interviews to determine reason for separation; reports findings to management through reports and recommendations on relevant procedures and mitigatory action to reduce turnover.

2.5 Administers the disciplinary code and grievance procedures to ensure high levels of discipline and uniform fair treatment of all staff.

2.6 Ensures that training needs of staff are identified and relevant training programmes are drawn-up and implemented in order to improve the performance of all members of staff.

2.7 Liaises with the Accounts Department on staff payroll related issues and ensures that any changes to payroll issues are within written authority of the Director – Human Resources and Administration.

2.8 Provides effective coordination and supervision of subordinate staff to ensure compliance with rules and regulations and spur them to achieve the Authority’s objectives.

2.9 Coordinates the implementation of performance management process of all staff on an annual basis as well as overseeing the day to day operations of the Organisation.

2.10 Performs other related tasks assigned.

3.0  QUALIFICATIONS AND EXPERIENCE

  1. Full Grade Twelve (12) School Certificate with five (5) credits or better.
  2. Bachelor of Arts Degree in Human Resource Management or Public Administration.
  3. Five (5) years’ experience in Human Resource Management at Middle Management level (Principal Human Resource Officer or Chief Human Resource Officer depending on the level of the Organisation Structure).

4.0  SKILLS AND OTHER REQUIREMENTS

  1. Good writing and oral communication skills.
  2. Good interpersonal skills, analytical and negotiation skills.
  3. Must have a Driving Licence.
  4. Must be Computer literate.
  5. Must be a Full member of the Zambia Institute of Human Resources Management with the current practicing Certificate.
  6. Must be familiar with current Labour Laws.

5.0 TENURE

The appointment of the Manager Human Resource and Administration is on the permanent and pensionable basis.
