MANAGER-RISK, SAFETY, HEALTH & ENVIRONMENTAL QUALITY (01)

PURPOSE OF THE JOB

Identified and analyze all areas of companywide potential risk including physical inspections of properties, regularly talking with key staff and operating managers, creating risk registers, and recommending ways to control, reduce, or transfer risk.

GRADE AND REPORTING LINE

This a senior management position in the Zambia Railways Limited structure Salary Grade RM 3 with reporting lines: Functionally to the Audit and Risk Committee of the Board of Directors and Administratively to the Managing Director who is the Chief Executive Officer in the Company.

KEY RESPONSIBILITIES

1. Leads the company in the implementation of the risk, safety, health and environmental policies and standards in liaison with all line managers.
2. Guides line management in the planning and implementation of risk, safety, health and environmental systems and ensuring compliance with all applicable legislation.
3. Develop and maintain strategies 10 excel in the prevention of accidents and environmental pollution in liaison with all line managers.
4. Lead in the organization and maintenance of internal safety, health and environmental communication systems such as the formation of the Safety Committees and the departmental safety, health and environmental discussion groups.
5. Implement suitable safety, health and environmental training programmes such as induction in liaison with the human resource department.
6. Conduct planned, special and routine safety, health and environmental audit assessments and inspections and ensure the involvement of target departments for best practice and compliance with standards, procedures and the law.
7. Formulate the agenda and carry out local periodic reviews of the safety, health and environmental management systems with executive management for continual improvement.
8. Ensure that all new projects and operations have risks assessed beforehand and reviews made to the environmental aspects and health and safety hazard register.
9. Maintain the accident, hazard and environmental aspects registers together with other systems documents and ensure the internal reporting and investigation of incidents and environmental events to present recurrence.
10. Implement and periodically test an emergency preparedness plan and reporting on its performance

QUALIFICATIONS AND EXPERIENCE

• Grade 12 Certificate or equivalent
• A University Degree in Environmental Science and Health, Engineering or equivalent
• At least three (3) years’ experience as a Risk, Safety, Health and Environmental Officer or equivalent in an industrial or mining environment.
