ROLE PURPOSE
To assist in the monitoring QoS of licensed networks to the prescribed as prescribed in the QoS framework.
KEY RESPONSIBILITIES
- Assists in monitoring the performance of networks including Quality of Service(QoS) in line with the license framework and the technical standards
- Maintains a database performance indicators for each license
- Assists in the provision of periodical performance reports for all licensed operators
- Provides technical and maintenance support of the ZICTA QoS equipment
- Assists ZICTA in responding to queries regarding QoS measurements
- Undertakes technical audits regarding the performance of providers with regards to prescribed performance parameters
- Performs other related duties incidental to the work described herein
QUALIFICATIONS AND EXPERIENCE
- At least 2 years’ experience in the telecommunications sector or industry
- Minimum Diploma degree in electronics or electrical engineering or related field
POSITION NO 2: NUMBERING AND NAMING TECHNOLOGIST
ROLE PURPOSE
Assist with administration of scarce ICT resources such as mobile numbers, short codes, emergency numbers, ENUMM and ccTLD and assist with the processing of number resource application and assigning numbers as per regulations.
KEY RESPONSIBILITIES
- Responsible for data entry of all number resources and process applications for such resources
- Assisting with management of the .zm domain space as well as accreditation and regulation of registrars
- Assist with implementing policies and procedures for numbers and ccTLD resources
- Provides support on technical matters
- Compile and send reminders to clients whose resource certificates are due to expire
- Performs other related duties incidental to the work described herein
QUALIFICATIONS AND EXPERIENCE
- Advanced Diploma in Electronics or Electrical Engineering
- At least 1 – 2 years’ experience in the telecommunications sector or industry
POSITION N0 3: ENGINEERING SPECTRUM PLANNING AND LICENSING
ROLE PURPOSE
Responsible for planning, coordinating and notifying the use of radio spectrum and to carry out the licensing function of the use of the radio spectrum within the provisions of the spectrum licensing procedures and guidelines.
KEY RESPONSIBILITIES
- Plans of the radio spectrum in accordance with local, regional and international regulations.
- Maintains and revises the national spectrum master plan and subsidiary band plans.
- Undertakes or cause to undertake frequency co-ordination and notifications.
- Analyses international frequency information circulars, the BRIFIC from ITU.
- Carries out radio spectrum utilization audits.
- Undertakes stakeholder liaison on matters of spectrum planning and licensing and to offer consultancy.
- Processes or cause to be processed radio license applications as specified in spectrum licensing procedures and guidelines.
- Manages radio licenses employing the established radio license management tools.
- Undertakes research to ensure RSM and stakeholders receive proper consultancy and advice on matters of spectrum planning and licensing, policy formulation and utilization, and general policy.
- Performs other related duties incidental to the work described herein.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in electronics or electrical engineering
- Minimum 5 years’ experience in the telecommunications industry or sector.
POSITION NO 4: ASSISTANT COMPLIANCE OFFICER
ROLE PURPOSE
Responsible for the development, implementation of robust consumer awareness programs and effective feedback mechanisms to ensure that consumers of ICTs, Postal and Courier Services are educated, informed, empowered and protected.
KEY RESPONSIBILITIES
- Participate in the development and implementation of guidelines and toolkits on emerging issues.
- Participate in the development and implementation of Information, Education and
- Communication strategies aimed at existing and emerging issues.
- Assist to develop stakeholder relationship strategies in the sector;
- Assist with the coordination and designing of all Information, Education and Communication programs aimed at empowering consumers and promoting consumer welfare whilst promoting the Authority’s visibility.
- Assist with gathering and disseminating Information on emerging issues In the ICT sector.
- Liaise between the Authority and stakeholders on consumer Affairs and channel feedback to other departments within the Authority.
- Assist with the development, management, and updating of the mechanism for effective management of consumer complaints.
- Promotes consumer, public awareness and empowerment initiatives.
- Participate in regular reviews of Consumer protection policies, regulations and guidelines.
QUALIFICATIONS AND EXPERIENCE
- 5 years’ experience in customer care or consumer affairs and protection.
- Degree in Social Sciences/Business Administration/ Law or any other relevant fields
