Job Title:Laboratory Quality Assurance Manager

Overall Goal:

The incumbent will support the Ministry of Health and Child Services (MoHCC), and the MoHCC QA Technical Working Group (QA- TWG) in the development and implementation of a stepwise strategy to implement and sustain a continuous quality improvement process that assures the quality of diagnostic laboratory testing. The goal of the national EQA Program scale up and strengthening is to support the quality management system and assure quality testing for clinical laboratories, POC sites and Rapid HIV testing sites in Zimbabwe.

Responsibilities:

The incumbent is supervised by the APHL Quality Management System Supervisor and works closely with the APHL EQA Database Manager and NBSZ. The rollout of a comprehensive national EQA program will begin with scale-up and strengthening of the proficiency testing (PT) program for HIV RDT followed by implementation of PT for CD4 PIMA POCT.

The QA Manager will coordinate aspects of the EQA system including training in quality control to laboratory staffs; work with the EQA Database Manager to review PT data and provide interpretation of PT data; assist laboratory supervisors and quality control officers in developing corrective action plans; conduct on-site evaluations to assess essential quality system elements of infrastructure, staffing, equipment maintenance and supply to inform MoHCC, QA-TWG and stakeholders; work with laboratory mentors to support SLMTA activities; and. support all phases of diagnostic testing related to quality. Work with various stakeholders and prepare an annual report for EQA program.

Qualifications and experience required (minimum):

Bachelor’s Degree in Medical Laboratory Science from an independently accredited school and a current professional certification in medical laboratory science or medical laboratory scince specialties awarded by a national or nationally- recognized authority. Five years’ experience working in a clinical diagnostic laboratory performing high complexity tests with two years’ supervisory experience. Knowledge in statistical quality control for quantitative and qualitative measurement procedures. Ability to perform statistical analyses including, means, median, mode, variance, standard deviation, coefficient of variation, standard erreor of the mean, distributions, probability and statistical tests of significance. Knowledge and skill in application and teaching of laboratory work flow analysis and laboratory quality system essentials as defined in the WHO Laboratory QMS Handbook. Knowledge of the WHO/AFRO SLIPTA Process. Detail-oriented with strong organizational and interpersonal skills. Excellent work record that shows initiative, commitment and analytical skill. Recommendations that show the person has high capability in medical laboratory diagnostic testing and statistical analysis. Skill in use of Microsoft Office software (MS Word, Excel, PowerPoint, Access) and statistical software such as SAS, SPSS or comparable applications. Demonstrated ability to work effectively and collaboratively within a team. Fluent in English.
